Pursuant to the Public Resources Code (PRC), Section 44009, CalRecycle staff conducted a pre-permit inspection at the <br /> Harvest-Lathrop, along with the LEA. <br /> Also, present during the inspection were: Christy Karl-CalRecycle, Benjamin Escotto-LEA, Michael Kith - LEA and Jed <br /> Phelps- Facility General Manager. <br /> The operation of the facility was consistent with the applicable State Minimum Standards. The operation was also in <br /> conformance with the governing solid waste Facility permit(SWFP). No violation was noted during the inspection. <br /> - Posted signs at the facility entrance had all the required information. <br /> -Adjacent streets and the facility entrance areas were clean. <br /> -The dust control measure (water spraying)was good and continued throughout the period of the inspection. <br /> - Employees were cleaning up litter along the eastern perimeter fencing, and within the facility premises. The areas of <br /> the neighboring property to the east were litter free. An employee was also removing contaminants from some received <br /> loads of green waste materials. <br /> -Treated Wood Wastes (TWW)are segregated and stored in a 40-yard bin, which has a cover and was labelled. <br /> -A Scarab is used for turning of the windrows. The LEA conducted a follow-up inspection regarding the noise control <br /> provision on the Scarab unit. The Scarab was fitted with a new muffler to mitigate the noise level. <br /> Temperature readings taken at the time of the inspection from five windrows, all of which were in the pathogen reduction <br /> phase were:152, 147.6, 156; 155, 161, 162; 150, 156, 143; 100, 117, 144; 120, 133 and 141 degrees Fahrenheit. <br /> - Environmental Health Standards: The records for the pathogen reduction practices showed that windrows are <br /> maintained at the required temperature (131 degrees Fahrenheit of higher)for the required 15 days or longer, with the <br /> required minimum of five (5)turnings. The required sampling and laboratory analysis of the produced compost is carried <br /> out in the operation. CalRecycle staff and the LEA reviewed results of April 18, 2014 laboratory analysis for metal <br /> concentrations, density of fecal coliform, and density of Salmonella sp. The results indicated that the levels for the metal <br /> concentrations and Salmonella sp. were consistent with the regulatory requirements. However,the laboratory results for <br /> the density of fecal coliform was at 1,000 MPN. The General Manager(GM)stated that he submitted another batch of <br /> sample to the laboratory on May 27, 2014 and expects the results soon. The GM also stated that the previous batch was <br /> incorporated into the composting process for further pathogen reduction measures. On June 19, 2014, the LEA <br /> forwarded to CalRecycle staff a copy of the laboratory results for the compost sample that the operator had submitted on <br /> May 27, 2014 and the analysis showed that all pathogen levels were within the limits of the regulation. <br /> - Records Review: Tonnage and traffic volume records for April, May, and June 2014 indicated that the levels were within <br /> the permitted limits. The Log of Special Occurrences was up-to-date and there were some complaints regarding noise <br /> from the Scarab. Load checks are conducted in the operation. Employees are also provided with safety trainings. <br /> -CONTAMINATION LEVEL OF COMPOST FEEDSTOCK: CalRecycle staff and the LEA observed that the windrows <br /> had lots of contaminants(mostly plastics but also other objects)that should not be in the green waste material feedstock <br /> used in the operation. Maximum effort should be made to remove the contaminants from the feedstock, before the <br /> materials are chipped and ground to be placed in the windrows. <br /> PERMIT REVIEW: The LEA established next five year permit review period is August 1, 2017. <br />
