October 21, 2020
Cesar Ruvalcaba
San Joaquin County Environmental Health
1868 E Hazelton Ave
Stockton,CA 95205
RE:5030 Wild Grape"aka"5030 N Holman Road—Septic Repair
Dear Sir,
I am requesting a Hardship Waiver from the County to allow a permit for repairs to
our septic system leach lines.
We had our septic system pumped and it was discovered the leach lines were not
working properly. Our Septic Contractor tried to obtain a permit to make the necessary
repairs, which will cost approx.$7800.00,and was unable to obtain a permit because
of the proximity of a City sewer line.
This property is located at the very end of an existing subdivision off March Lane&Holman.
As you might know there is still active farming in the area consisting of various walnut&cherry orchards.
Our Septic Contractor has checked with the City and was told there is a sewer connection
that is some 70'+away and under current code we have to pay to connect and are
responsible for all repairs, street paving etc...which potentially could cost an estimated$25,000-$30,000+.
This creates a"real hardship".
(1)We cannot afford the costs for connecting
(2)The timeframe&actual expense to complete this type of major undertaking is unknown,
especially due to delays based on COVID restrictions
The City suggested asking the County to issue a hardship waiver which would allow the repair
to septic system. They indicated the whole area is planned for redeveicped In the future.
This situation is extremely stressful and processes are heightened by the CII-NID-19 State of Emergency Order.
I am asking you to"PLEASE"consider issuing a waiver so that the septic repairs can be completed as soon as
possible.
Thank y in advace for your consideration.
Lis ry,Toso Family
