October 21, 2020 <br /> Cesar Ruvalcaba <br /> San Joaquin County Environmental Health <br /> 1868 E Hazelton Ave <br /> Stockton,CA 95205 <br /> RE:5030 Wild Grape"aka"5030 N Holman Road—Septic Repair <br /> Dear Sir, <br /> I am requesting a Hardship Waiver from the County to allow a permit for repairs to <br /> our septic system leach lines. <br /> We had our septic system pumped and it was discovered the leach lines were not <br /> working properly.Our Septic Contractor tried to obtain a permit to make the necessary <br /> repairs,which will cost approx.$7800.00,and was unable to obtain a permit because <br /> of the proximity of a City sewer line. <br /> This property is located at the very end of an existing subdivision off March Lane&Holman. <br /> As you might know there is still active farming in the area consisting of various walnut&cherry orchards. <br /> Our Septic Contractor has checked with the City and was told there is a sewer connection <br /> that is some 70'+away and under current code we have to pay to connect and are <br /> responsible for all repairs,street paving etc...which potentially could cost an estimated$25,000-$30,000+. <br /> This creates a"real hardship". <br /> (1)We cannot afford the costs for connecting <br /> (2)The timeframe&actual expense to complete this type of major undertaking is unknown, <br /> especially due to delays based on COVID restrictions <br /> The City suggested asking the County to issue a hardship waiver which would allow the repair <br /> to septic system. They indicated the whole area is planned for redeveicped In the future. <br /> This situation is extremely stressful and processes are heightened by the CII-NID-19 State of Emergency Order. <br /> I am asking you to"PLEASE"consider issuing a waiver so that the septic repairs can be completed as soon as <br /> possible. <br /> Thank y in advace for your consideration. <br /> Lis ry,Toso Family <br />
