OBSERVATION: The Spill Prevention, Control, and Countermeasure(SPCC)Plan failed to address the type of oil and storage capacity for each fixed container. Generator 801ATFBD01 with storage capacity of 358-gallons, located outside building 801A is not included in the list of Oil-Filled Stationary Generators in Appendix C,Table C1 —S300 SPCC Plan Inventory, Oil-Filled Stationary Generators on pages C-4—C-6 in the SPCC Plan last updated April 2021. During the inspection,the facility showed EHD that generator 801ATFBD01 was included on a master list Excel sheet that the facility provided to the professional engineer for review. Though generator 801AFTBD01 was included on the master list,the facility stated that due to a typographical error for that generator on the'Equipment Type Identifiers'column on the master list Excel sheet, generator 801AFTBD01 was left off of the Oil-Filled Stationary Generators list that was carried over to the actual SPCC Plan (Appendix C,Table C1, pages C-4—C-6). Generator 801AFTBD01 had the identifier'SatGen 16'instead of'StatGen16'in the master list. Per facility,the identifiers on the master list sort out the SPCC Plan inventory into separate sheets based on SPCC oil equipment type (Bulk, Portable, Electrical Equipment, Operating Equipment, Portable Generators and Stationary Generator). Each sheet with the different SPCC oil equipment types are included in the SPCC Plan as their own table to organize the various equipment types.As a result of the typographical error, generator 801AFTBD01 was not included in Appendix C,Table C1.Appendix C is referenced throughout the plan as where to get information on the SPCC container inventory, however the master list is not referenced in the SPCC Plan as a source of information. Appendix C, page C-11 for the Total Oil Storage Capacity for the facility does not include generator 801ATFBD01 in the count for the Oil-Filled Stationary Generators or the Grand Total Oil Storage Capacity. Generator 801ATFBD01 was included on the site map but it does not show the storage capacity. REGULATION GUIDANCE: The SPCC plan shall include: 112.7(a)(3)(i)The type of oil in each fixed container and its storage capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or provide an estimate of the potential number of mobile or portable containers,the types of oil, and anticipated storage capacities. CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and portable and/or mobile containers, as required. Submit proof of correction to the EHD. This is a minor violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection. A complete report was finished on 1/4/2022 and replaces the initial checklist. Item #604 was added to the inspection report. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the complete inspection report. Multi-day inspection, began on 12/6/2021 completed on 12/7/2021.
