The following waste was found in a container labeled Hazardous Waste Aerosols, Flammables and
Combustibles(AF)in the hazardous waste storage area (see photos IMG 8670-1):
-An aerosol can without a label and inside a bag marked AF (IMG 8675). It was unknown what chemical was
contained in the aerosol can and if the chemical is compatible with flammable hazardous waste.
-An aerosol can of The Home Store Non-Abrasive Bathroom Cleaner(UPC 639277928115), inside a bag
marked AF.When Rebecca Corona, Hazmat employee, scanned the bathroom cleaner to show which hazardous
waste container the cleaner belonged in,the hand-held scanner did not provide a hazardous waste category
determination (IMG 8676-8). It is unknown if the bathroom cleaner is compatible with flammable hazardous waste.
-An aerosol can of Foaming Glass Cleaner, labeled streak-free and ammonia-free(IMG 8679-80).According to
Sherry Aebersold, Environmental Health&Safety Compliance Manager, and Rebecca Corona, Hazmat employee,
the foaming glass cleaner was used by the facility employees, was not sold as a Dollar Tree product, and thus
when scanned did not have a hazardous waste category determination input into the hand-held scanning system
(IMG 8681). It is unknown if the bathroom cleaner is compatible with flammable hazardous waste.
-An aerosol can of Battery Cleaner(IMG 8682-3).According to Sherry and Rebecca, the battery cleaner was
used by the facility employees, was not sold as a Dollar Tree product, and thus when scanned did not have a
hazardous waste category determination input into the hand-held scanning system. It is unknown if the bathroom
cleaner is compatible with flammable hazardous waste.
2. The oil water separator waste, near the Maintenance Area, is being hauled off by Stericycle as"non-hazardous
liquid (water with trace oil and sludge)",without the facility first making a complete hazardous waste determination.
The sample lab test results from September 16, 2014, are incomplete for the CAM 17 Metals test and did not
appear to be a complete hazardous waste determination.According to Albert Melgoza, Maintenance Manager, and
Richard Hearn, a Maintenance employee, the only waste put into the separator is the waste collected from the
facility's floor scrubbers.According to Richard, the separator waste is pumped out twice a year. (see photos IMG
8990-3, 8883-4, 8892-3, 8895-9).
3.According to Albert and Richard, the waste generated from cleaning the forklift lead-acid batteries, in the Battery
area wash rack, flows to a drain that leads to a neutralization tank, which is near the Maintenance area (IMG 8892,
8894-5, 8900-5).According to Robert Her, Battery Area employee, the battery wash rack is regularly used to wash
batteries. It was unclear if a hazardous waste determination has been made for the battery waste in the
neutralization tank in the Maintenance area.Additionally, it is unclear how often the neutralization tank is being
pumped and how the waste is being disposed of. Disposal records for the neutralization tank waste were not
provided at the time of inspection.
4.A Dewalt Bench Grinder and a Central Machinery Metal Cutting Bandsaw, each containing metal shavings/fines,
were observed in the Maintenance Area.According to Albert, the bench grinder is no longer being used, while the
bandsaw continues to be used.Albert did not know how the metal shavings/fines are managed or disposed of.The
metal shavings/fines were not being collected in a storage container. (IMG 8885, 8887-91).
5. Uniform Hazardous Waste Manifest(UHMW)012496412FLE(4/1/2019)had the waste description"UN3139,
Waste Oxidizing liquid, n.o.s. (Hydrogen Peroxide, Phosphoric Acid), 5.1, PG II, ERG#140)", in item 9b line 1,
crossed out(IMG 9001).
