(e)The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. The documentation must include a list of training topics, date of training,job title, name of employee,written job description (qualifications and duties), and employee signed (or certified)record that documents the training. This is a repeat violation, Class II. 119 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: Copies of consolidated manifest receipts for the last three years for the disposal of used oil were not found on site during the inspection. Two 5-gallon buckets of used motor oil were observed in a hazardous waste container in the hazardous waste storage area at the time of inspection. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from the last three years for the disposal of used oil and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the San Joaquin County Environmental Health Department.Also, provide a description of how the used oil is being generated.
