SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />GRANT LINE SHELL* <br />2375 W GRANT LINE RD, TRACY <br />May 26, 2021 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />106 <br />CCR 2632(d), 2641(h) Failure to submit and maintain a current facility plot plan / site map. <br />OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. <br />- the map indicates one PLLD sensor is installed at each tank. The 87 tank in the middle contains two PLLD <br />sensors. One in each STP sump. <br />- the map indicates a 89 tank is on the side closest to the store, but according to the set up, there are 2 87 tanks. <br />REGULATION GUIDANCE: A site plan must be submitted identifying the locations where monitoring will be <br />performed. The site plan must show the general layout of tanks and piping and clearly identify locations of the <br />following equipment, if installed: 1) monitoring system control panels; 2) in -tank liquid level probes (if used for leak <br />detection); 3) devices monitoring tank annular spaces or vault; 4) devices monitoring product piping; 5) devices <br />monitoring fill piping; 6) devices monitoring vent piping; 7) devices monitoring vapor recovery piping; 8) devices <br />monitoring vent/transition sumps; 9) devices monitoring under -dispenser containment; 10) line leak detectors; and <br />11) devices monitoring any other secondary containment areas. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. <br />This is a Class II violation. <br />107 <br />HSC 25292.2; CCR 2711(a)(11) Failure to submit and maintain complete and current financial responsibility <br />documents. <br />OBSERVATION: Current financial responsibility documents were not found on site. <br />REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on <br />site. <br />CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br />copy on site. <br />This is a repeat violation, Class ll. <br />122 <br />CCR 2712(f) Failure to implement corrections and submit written response within 30 days of receiving the report. <br />OBSERVATION: An inspection was last done on 5/18/2020 and an inspection report was issued identifying <br />information to be submitted to bring this site into compliance. This information was required to be submitted by <br />6/17/2020. This information has not been received resulting in a non-compliant status for this facility. <br />REGULATION GUIDANCE: An operator that receives an inspection report shall have 30 days to implement the <br />corrections specified in the inspection report and comply with permit conditions. The corrective action shall include <br />all of the recommendations made in the report.
