SANJOAQUIN COUNTY— Environmental Health Department Underground Storage Tank Program Inspection Report Facility Name: Facility Address: Date: GRANT LINE SHELL* 2375 W GRANT LINE RD, TRACY May 26, 2021 SUMMARY OF VIOLATIONS (CLASS I, CLASS II, or MINOR - Notice to Comply) Item # Remarks 106 CCR 2632(d), 2641(h) Failure to submit and maintain a current facility plot plan / site map. OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. - the map indicates one PLLD sensor is installed at each tank. The 87 tank in the middle contains two PLLD sensors. One in each STP sump. - the map indicates a 89 tank is on the side closest to the store, but according to the set up, there are 2 87 tanks. REGULATION GUIDANCE: A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and piping and clearly identify locations of the following equipment, if installed: 1) monitoring system control panels; 2) in -tank liquid level probes (if used for leak detection); 3) devices monitoring tank annular spaces or vault; 4) devices monitoring product piping; 5) devices monitoring fill piping; 6) devices monitoring vent piping; 7) devices monitoring vapor recovery piping; 8) devices monitoring vent/transition sumps; 9) devices monitoring under -dispenser containment; 10) line leak detectors; and 11) devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. This is a Class II violation. 107 HSC 25292.2; CCR 2711(a)(11) Failure to submit and maintain complete and current financial responsibility documents. OBSERVATION: Current financial responsibility documents were not found on site. REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on site. CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a copy on site. This is a repeat violation, Class ll. 122 CCR 2712(f) Failure to implement corrections and submit written response within 30 days of receiving the report. OBSERVATION: An inspection was last done on 5/18/2020 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 6/17/2020. This information has not been received resulting in a non-compliant status for this facility. REGULATION GUIDANCE: An operator that receives an inspection report shall have 30 days to implement the corrections specified in the inspection report and comply with permit conditions. The corrective action shall include all of the recommendations made in the report. The operator shall submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is submitted and all corrections implemented within 30 days of receiving an inspection report.
