The following is an itemized list of hazardous waste violations that have not been <br /> addressed for SPEEDCO #944 as of October 20, 2020. <br /> Open violations from August 28, 2020 inspection <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following was observed in the main maintenance shop: <br /> -One approximately 400-gallon product diesel tank observed with diesel accumulation on tank and accumulating on <br /> floor of shop. <br /> The following were observed in the hazardous waste storage area: <br /> -One used paper oil filter observed on the floor underneath near filter crushing area. <br /> -One 8000-gallon used oil tank observed with used oil accumulating on the floor of the used oil tank area. Used oil <br /> can be seen underneath all tanks, including three 8000-gallon product oil tanks and one 5,000-gallon product oil <br /> tank. <br /> -Used soiled rags and oil accumulating near one 8000-gallon used oil tank and one oil water separator. <br /> Note: Operator stated that used oil came from oil water separator that had a clog in it.They have since fixed the <br /> clog and have been working on cleaning the room. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean accumulating used oil and soiled rags. Manage the waste according to <br /> Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to <br /> the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#403-Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed in the main shop near <br /> lube 2 entrance: <br /> -Three 55-gallon containers with used paper oil filters observed with no lids. <br /> -One 15-gallon container with used paper oil filters observed with no lid. <br /> -One 55-gallon container with used oil observed with non-secure lid. <br /> The following were observed in the hazardous waste storage area: <br /> -One 55-gallon drum with soiled absorbent pads observed with non-secure lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> Page 3 of 8 <br />
