Most of these impacts can be reduced to a less-than - <br /> significant level through mitigation . <br /> The following impacts were identified in the Draft SEIR as significant and unavoidable ; that is, no feasible <br /> mitigation is available to reduce the project' s impacts to a less-than -significant level : <br /> ► Air Quality : Increases in Long-Term Regional Emissions <br /> ► Noise : Increases in Existing Traffic Noise Levels ( project and cumulative ) <br /> ► Noise : Compatibility of the Proposed Land Uses with Projected Onsite Noise Levels <br /> ► Agricultural Resources : Conversion of Important Farmland ( project and cumulative ) <br /> ► Greenhouse Gas Emissions and Climate Change : Project -Generated GHG Emissions ( project and cumulative ) <br /> ALTERNATIVES : The State CEQA Guidelines require that an EIR evaluate a range of reasonable alternatives to the <br /> project, which would feasibly attain most of the basic objectives of the project but would avoid or substantially <br /> lessen any of the significant effects of the project . Consideration of a " no project" alternative is also required . The <br /> analysis of alternatives from the 2003 SEIR is part of the " range of reasonable alternatives" to be considered per <br /> State CEQA Guidelines Section 15126 . 6 ( a ) . In addition to the alternatives evaluated under the 2003 SEIR , the Draft <br /> SEIR includes analysis of the following alternatives : <br /> ► No Project — No Development Alternative, which assumes no new development occurs on the project site <br /> beyond the Phase 1 Project, which is in progress ; and <br /> ► No Project —WLSP Development Alternative, which assumes that the proposed Phase 2 modifications are not <br /> approved and that development occurs consistent with the approved WSLP as described in the 2003 SEIR ( as <br /> amended ) , with up to 11 , 000 residences at buildout , <br /> HAZARDOUS MATERIALS/WASTE DISCLOSURE : On the project site there are no hazardous materials/waste sites <br /> listed in the EnviroStor and Geotracker databases maintained pursuant to Government Code Section 65962 . 5 . <br /> WHERE DRAFT EIR MAY BE OBTAINED : A copy of the Draft SEIR is available for viewing and download on the City' s <br /> website at https ://www . ci . lathrop . ca . us/com - dev/ page/ public- review- documents .
