INTRODUCTION <br /> California Water Code: <br /> 10910(a)Any city or county that determines that a project, as defined in Section 10912, is subject to the <br /> California Environmental Quality Act(Division 13[commencing with Section 21000]of the Public <br /> Resources Code) under Section 21080 of the Public Resources Code shall comply with this part. <br /> 10914 (a)Nothing in this part is intended to create a right or entitlement to water service or any specific <br /> level of water service. <br /> (b) Nothing in this part is intended to either impose, expand, or limit any duty concerning the obligation of <br /> a public water system to provide certain service to its existing customers or to any future potential <br /> customers. <br /> (c) Nothing in this part is intended to modify or otherwise change existing law with respect to projects <br /> which are not subject to this part. <br /> (d) This part applies only to a project for which a notice of preparation is submitted on or after January 1, <br /> 1996. <br /> The City of Lathrop (City) has prepared this Water Supply Assessment(WSA)for the River Islands at Lathrop (River <br /> Islands) Phase 2 development (Project) pursuant to California Water Code Sections 10910-10915 as required by <br /> Senate Bill (SB)610 and SB 221.To increase the accessibility of the information presented herein,each section of the <br /> WSA that responds directly to a requirement of the Water Code begins with a recitation of the applicable language <br /> from the pertinent Water Code provisions which are addressed in that section of the WSA. <br /> The purpose of this WSA is to perform the evaluation required by SB 610 and SB 221 in connection with the Project to <br /> assess the sufficiency of projected water supplies relative to projected Project demand for a 20-year period, or until <br /> 2040; it is not to reserve water or to function as a "will serve" letter or any other form of commitment to supply water <br /> (per Water Code Section 10914).The provision of water service will continue to be undertaken in a manner consistent <br /> with applicable City policies and procedures, consistent with existing law. <br /> 1.1 Project Background <br /> 1.1.1 City of Lathrop <br /> The City is located in San Joaquin County, approximately 10 miles south of the City of Stockton and directly west of <br /> the City of Manteca, as shown in Figure 1. The City lies east of the Coastal Range that separates California's Central <br /> Valley from the San Francisco Bay Area. Interstate 5(1-5),a major north-south interstate corridor, bisects the City.The <br /> City is also connected to Highway 120, which runs east-west through the southeastern-most part of the City, and by <br /> Interstate 205,which connects Interstate 580 to 1-5.The City is also bisected by the Altamont Commuter Express(ACE) <br /> train, which travels along the southern and eastern border of the City. The original City was developed primarily east <br /> of 1-5. However, newer master-planned developments within the City boundary are located west of 1-5, including River <br /> Islands.The City currently encompasses an area of approximately 13,400 acres,or about 20.9 square miles; however, <br /> its sphere of influence is slightly larger (approximately 13,600 acres or 21.2 square miles) and includes two <br /> unincorporated areas northeast and southeast of the City boundaries. <br /> The City is one of the fastest growing cities in California. As of January 1, 2020, Lathrop's population was 26,833 <br /> people, which represents a 5.6 percent growth from 2019 as reported by the California Department of Finance (DOF) <br /> (California DOF, 2020). In the 26-year period between 1990 and 2016, the City grew by approximately 224 percent, <br /> from approximately 6,800 to 22,100 residents (California DOF, 2007, 2012, 2016). The City anticipates that its <br /> population will continue to grow in the future given its several planned large residential developments that have been <br /> approved or are pending, including River Islands.
