San Joaquin Valley Air Pollution Control District Page 9 <br /> District Reference No. 20200208 <br /> May 15, 2020 <br /> operating under-fired charbroilers. The District is available to assist the City and <br /> project proponents with this assessment. Additionally, to ease the financial <br /> burden for Valley businesses, the District is currently offering substantial <br /> incentive funding that covers the full cost of purchasing, installing, and <br /> maintaining the system for up to two years. Please contact the District at (559) <br /> 230-5800 or technology@valleyair.org for more information. <br /> 6d) District Rule 9410 (Employer Based Trip Reduction) <br /> The Project may be subject to District Rule 9410 (Employer Based Trip <br /> Reduction) if the Project would result in employment of 100 or more "eligible" <br /> employees. District Rule 9410 requires employers with 100 or more "eligible" <br /> employees at a worksite to establish an Employer Trip Reduction Implementation <br /> Plan (eTRIP) that encourages employees to reduce single-occupancy vehicle <br /> trips, thus reducing pollutant emissions associated with work commutes. Under <br /> an eTRIP plan, employers have the flexibility to select the options that work best <br /> for their worksites and their employees. <br /> Information about how District Rule 9410 can be found online at: <br /> www.vallevair.org/tripreduction.htm. <br /> For additional information, you can contact the District by phone at 559-230-6000 <br /> or by e-mail at etrip valleyair.org <br /> 7) Supporting Documents <br /> In addition to the discussions on potential impacts identified above, the District <br /> recommends the SEIR also include the following discussions: <br /> 7a) A discussion of the methodology, model assumptions, inputs and results used in <br /> characterizing the Project's impact on air quality. To comply with CEQA <br /> requirements for full disclosure, the District recommends that the modeling <br /> outputs be provided as appendices to the EIR. The District further recommends <br /> that the District be provided with an electronic copy of all input and output files <br /> for all modeling. <br /> 7b) A discussion of the components and phases of the Project and the associated <br /> emission projections, including ongoing emissions from each previous phase. <br /> 7c) A discussion of Project design elements and mitigation measures, including <br /> characterization of the effectiveness of each mitigation measure incorporated <br /> into the Project. <br />
