PA-2000174 (SA) Referral, S00013950 Page 2 of 3 <br /> 4082 S. HWY 99 Frontage Road, Stockton 11 January 2023 <br /> 5. Submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board, Division of Drinking Water (Water Board) before issuance of a <br /> building permit and at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water system by <br /> the local primacy agency, EHD, is prohibited without the concurrence of the Water Board. <br /> Please contact Brian Kidwell, P.E. with the SWRCB Division of Drinking Water at (209) 948- <br /> 3963 concerning the requirements for preliminary technical report submittal prior to issuance <br /> of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to sign off of the final occupancy certificate. To issue a permit to operate, <br /> concurrence from the Water Board is required. An approved permit to operate a public water <br /> system will be required by the Environmental Health Department prior to sign off of the final <br /> occupancy certificate (San Joaquin County Development Title, Section 9-1120.2 and 9- <br /> 1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br /> County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health <br /> and Safety Code, Section 116525 116570. <br /> 6. Per site plan dated February 2, 2021 a new water well is to be installed at the site. This water <br /> well shall be installed under permit and inspection by the Environmental Health Department <br /> at the time of development (San Joaquin County Development Title, Section 9-1115.3). <br /> 7. The existing water well is located on property line of APN: 179-172-56 & 179-172-54. Per San <br /> Joaquin County Well Standard Section 3.1, all water wells shall have minimum of 10 feet set <br /> back from all property lines. Prior to final occupancy, the applicant shall complete one of the <br /> following requirements: <br /> a. Destroy the existing water well and construct a new water well that complies with the <br /> San Joaquin County Well Standards under permit and inspection by the EHD as <br /> required by San Joaquin County Development Title, Section 9-1115.5(e) & 9-1115.3. <br /> b. Adjust the property line(s) for the existing well to meet the minimum set back from <br /> property line and repair this well under permit and inspection by the EHD (San Joaquin <br /> County Development Title, Section 9-1115.4(e)) as follows: <br /> i. Install cement surface seal around the well casing to protect the well casing <br /> sufficiently and the integrity of well grout. <br /> ii. Provide check valve and sample tap between the well head and the pressure <br /> tank. <br /> 8. If floor drains are required, they must be plumbed through a sand/oil separator and discharged <br /> to an above ground system approved by the EHD. A registered engineer must design this <br /> system. The material collected in the above ground holding system must be analyzed for <br /> hazardous constituents prior to disposal. Specific test requirements may be obtained from the <br /> EHD. The fee will be based on the current schedule at the time of payment. <br /> 9. Any geotechnical drilling shall be conducted under permit and inspection by The EHD (San <br /> Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> 1868 E.
