Submit a Small Public Water System preliminary technical report to the California State Water Resources Control Board , Division of Drinking Water ( Water Board ) before issuance of a building permit and at least six months before initiating construction of any water related improvement , as defined . The issuance of a permit to operate a small public water system by the local primacy agency , EHD , is prohibited without the concurrence of the Water Board . Please contact Brian Kidwell , P . E . with the SWRCB Division of Drinking Water at ( 209 ) 948 - 3963 concerning the requirements for preliminary technical report submittal prior to issuance of building permits . If the Water Board determines that an onsite well shall be used as the potable water source , a permit application to operate Small Public Water System shall be submitted to the EHD for approval prior to sign off of the final occupancy certificate . To issue a permit to operate , concurrence from the Water Board is required . An approved permit to operate a public water system will be required by the Environmental Health Department prior to sign off of the final occupancy certificate ( San Joaquin County Development Title , Section 9 - 1120 . 2 and 9 - 1115 . 9 . ) . The supplier must possess adequate financial , managerial , and technical capability to assure delivery of pure , wholesome , and potable drinking water in accordance with San Joaquin County Development Title , Sections 9 - 1120 . 2 and 9 - 1115 . 9 and C . C . R . , Title 22 , and Health and Safety Code , Section 116525 116570 . 6 . Per site plan dated February 2 , 2021 a new water well is to be installed at the site . This water well shall be installed under permit and inspection by the Environmental Health Department at the time of development ( San Joaquin County Development Title , Section 9 - 1115 . 3 ) . 7 . The existing water well is located on property line of APN : 179 - 172 - 56 & 179 - 172 - 54 . Per San Joaquin County Well Standard Section 3 . 1 , all water wells shall have minirnum of 10 feet set back from all property lines . Prior to final occupancy , the applicant shall complete one of the following requirements : a . Destroy the existing water well and construct a new water well that complies with the San Joaquin County Well Standards under permit and inspection by the EHD as required by San Joaquin County Development Title , Section 9 - 1115 . 5 ( e ) & 9 - 1115 . 3 . b . Adjust the property line ( s ) for the existing well to meet the minimum set back from property line and repair this well under permit and inspection by the EHD ( San Joaquin County Development Title , Section 9 - 1115 . 4 ( e ) ) as follows : i . Install cement surface seal around the well casing to protect the well casing sufficiently and the integrity of well grout . ii . Provide check valve and sample tap between the well head and the pressure tank . 8 . If floor drains are required , they must be plumbed through a sand /oil separator and discharged to an above ground system approved by the EHD . A registered engineer must design this system . The material collected in the above ground holding system must be analyzed for hazardous constituents prior to disposal . Specific test requirements may be obtained from the EHD . The fee will be based on the current schedule at the time of payment . 9 . Any geotechnical drilling shall be conducted under permit and inspection by The EHD ( San Joaquin County Development Title , Section 9 . 1115 . 3 and 9 - 1115 . 6 ) . 1868 E .
