Hazelton Avenue Stockton , CA 95205 Project : Initial Study/ Mitigated Negative Declaration for CK Bros Carrier , PA - 2000174 ( SA ) District CEQA Reference No : 20230038 Dear Mr . Sanfilippo : The San Joaquin Valley Air Pollution Control District ( District ) has reviewed the Initial Study/ Mitigated Negative Declaration ( MND ) from the County of San Joaquin ( County ) for the above mentioned project . Per the MND , the project consists of a truck parking facility to be constructed in two phases over five years , phase one to include 36 truck and trailer parking spaces , and phase two to include the construction of an 18 , 000 square foot office and truck service building ( Project ) . The Project is located 4082 S . State Route 99 E . Frontage Road in Stockton , CA (APN : 179 - 172 - 56 ) . The District offers the following comments regarding the Project : 1 ) Project Related Emissions The MND states that the construction and operational emissions for the Project will have a less than significant impact on NOx and PM10 based on the Rule 9510 Indirect Source Review ( ISR ) analysis results performed under an Air Impact Assessment application that was approved on December 20 , 2022 . Although the Project ' s air quality impacts are not expected to exceed any of the criteria pollutant significance thresholds , the District would like to clarify that the ISR analysis includes only NOx and PM10 for the purpose of Rule 9510 . To assess a project ' s potential significant impact under the California Environmental Quality Act , all criteria pollutant emissions ( e . g . , NOx , PM10 , ROG ) CO , SO2 , and PM2 . 5 ) should be assessed .
