The total volume of material on site was <br />calculated to be 173,788 cubic yards. Piles of material and windrows exceeded 250 feet in length. <br />A. Facility must comply with design parameters and LEA conditions specified in the solid waste facility permit. <br />B. Facility is permitted to operate over an area of 20 acres with a maximum of 100,000 cubic yards of material on <br />site. Stockpiles on site shall not exceed 25' in height, 150' in width, and 250' in length. <br />C. Reduce the dimensions of all windrows and piles on site to within the permitted levels. Reduce the amount of <br />material on site to 100,000 cubic yards or less by February 22, 2017. Submit a plan to EHD by January 4, 2017 <br />detailing how the amount of material will be decreased to the permitted level prior to the compliance deadline. <br />Inspection Report Comments: <br />1.) Facility has been spreading overs onto a field west of the facility which is owned by the same property owner (Jim <br />Sanchez). The overs are spread and worked into the field. Due to the amount of physical contamination, the field was <br />covered in litter and litter was drifting onto neighboring properties. Facility was instructed to halt this practice and clean <br />offsite litter. During this inspection, code sections for land spreading of green waste and physical contamination limits <br />were given to Jim Sanchez. <br />2.) Standing water was observed near the well located on the northeast side of the facility. Standing water was also <br />observed throughout the property. Improve grading on site to direct standing water to retention pond. A small amount of <br />water was observed in the retention pond on site. <br />3.) Rip rap rock was covered during this inspection. The amount of track -out material on Frewert Rd. was high during <br />this inspection. Clean rip rap rock and increase cleaning frequency of Frewert Rd. <br />4.) Eastern perimeter fence has a hole at the south end which provides a route for litter to migrate onto the neighboring <br />property. Close hole in fence and check fence for any other holes. Clean litter that has accumulated along the inside of <br />the eastern fence to prevent it from drifting offsite. <br />� <br />(�.
