Piles of material on site exceed <br />250' in length. Facility is not able to process green waste within 72 hours of receipt. <br />A. Facility must comply with design parameters and LEA conditions specified in the solid waste facility permit. <br />B. Facility is permitted to operate over an area of 20 acres with a maximum of 100,000 cubic yards of material on <br />site. Stockpiles on site shall not exceed 25' in height, 150' in width, and 250' in length. All compostable material <br />entering the site must be ground and incorporated into windrows with 72 hours of receipt. <br />C. Facility has submitted a corrective action plan to reduce volume on site to below 100,000 cubic yards and to <br />reduce processing time of waste to 72 hours or less. Due to inclement weather, facility was unable to reach <br />compliance deadline of February 22, 2017. <br />D. Follow corrective action plans to reduce volume and decrease processing time. Measure and alter piles on <br />site so that they are within the dimension limits stated in the permit. Continue processing accumulated material <br />on site. Facility must reduce the amount of material on site to 124,260 cubic yards (15000 cubic yard reduction) <br />by March 30, 2017. <br />x <br />17867(a)(3) - Vectors/Litter/Hazard/Nuisance/Noise/Dust <br />Comments: Track -out mud was observed on Frewert Rd. <br />A. All handling activities shall be conducted in a manner that minimizes vectors, litter, hazards, nuisances, and <br />noise impacts; and minimizes human contact with, inhalation, ingestion, and transportation of dust, particulates, <br />and pathogenic organisms. <br />B. Sweep road on a regular basis to prevent accumulation of dirt. Ensure rip rap rock remains uncovered. <br />Reduce ponding on site. <br />x <br />17867(a)(9) - Fire Prevention, Protection and Control <br />Comments: Due to heavy rainfall, ponding throughout the site does not allow for access to the south side of the <br />facility. <br />A. The operator shall provide fire prevention, protection and control measures, including, but not limited to, <br />temperature monitoring of windrows and piles, adequate water supply for fire suppression, and the isolation of <br />potential ignition sources from combustible materials. Firelanes shall be provided to allow fire control equipment <br />access to all operation areas. <br />B. Improve drainage of water to retention pond to reduce ponding on site.
