CalRecycle <br />Compostable Materials Handling Operation and Facility Inspection Report (93) <br />County of San Joaquin <br />39 -AA -0051 6/18/2014 LEA Periodic <br />Tlmeln ,, ,., ... 10:00 am Time Oaf 12:00 pm d' P,ectio} me <br />Harvest -Lathrop I Harvest Power California, LLC; Jed Phelps <br />920 West Frewert Road, Lathrop <br />95330 <br />Benjamin_ Escotto IMichael Kith; Tadese Gebrehawariat; Christine Karl <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION W OF THE PUBLIC RESOURCES CODE (PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />Routine monthly inspection conducted on this date and the following was noted: <br />1. Inspection was done in conjunction with CalRecycle inspectors Tadese Gebrehawariat and Christine Karl. <br />Cal -Recycle inspectors were doing a pre -permit (modification) inspection. <br />Previous area of concern regarding compost product having a fecal coliform level of 1,000 MPN/1g has <br />been corrected. Facility has re -integrated the compost product back into the composting process. <br />Facility also tested another pile of compost product on 5/27/14 and the results were issued on 6/19/14. <br />This pile of compost product met the state minimum standards for metals, fecal coliform, and Salmonella. <br />3. The note on the previous report regarding the noise complaint has been abated. During the inspection, it <br />was observed that the SCARAB had a new muffler installed. The SCARAB was turned on and there was <br />a significant reduction in noise. <br />4. There was minimal amounts of litter observed on the adjacent properties. <br />5. Signs of regular cleaning of Frewert Road was observed. <br />6. All records were available for review. <br />7. The odor and fly population was light. Dust was minimal. <br />8. The following are temperature readings of various numbered onsite windrows: <br />#13:120 F, 133 F, 141 F <br />#18: 100 F, 117 F, 144 F <br />#34: 150 F, 156 F, 143 F <br />#36: 155 F, 161 F, 162 F <br />#41: 152 F, 148 F, 156 F <br />
