CaRecycle <br />Compostable Handling Operation and Facility InspectionReport <br />of San Joaquin <br />39 -AA -0051 I 7/29/2014 LEA Periodic <br />10:15 am Tirire Out 11:50 am �;p,ctloi Time <br />Harvest -Lathrop <br />920 West Frewert Road, Lathrop <br />95330 <br />Harvest Power California, LLC <br />(Benjamin Escotto IJed Phelps <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION M OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />Routine monthly inspection conducted on this date and the following was noted: <br />1. There was a small amount of litter observed on the adjacent properties. <br />2. Signs of regular cleaning of Frewert Road was observed. <br />3. The odor and fly popluation was light. <br />4. The treated wood waste (TWW) bin was full. Operator was instructed to have the TWW picked up and <br />disposed. <br />5. There is a pile of compost product with a significant amount of glass. The pile has been on site for <br />approximately 3 months. Operator was instructed to have the pile removed within 3 months of this <br />inspection per permit condition 17(I), which states that stockpiling of compstable material greater than 6 <br />months is considered disposal and must be removed. <br />6. All records were available for review. Operator was instructed to make a new column for the combined <br />tonnage of the incoming greenwaste and co -collected green and food waste on the monthly tonnage <br />reports. Operator was also instructed to create and maintain a log documenting the amount of finished <br />compost generated in order to verify that a sample is taken and analyzed for every 5,000 cubic yards <br />per permit condition 16(I). <br />7. The temperature of the greenwaste and overs was 101 F and 134 F respectively. The temperature range <br />of the ground material and windrows was 122 F to 124 F and 136 F to 153 F respectively. The <br />temperature range of the pre-screened product and the screened product was 134 F to 151 F and 103 F <br />to 108 F respectively. The temperature of the hogfuel pile was 107 F. <br />
