SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> QUIK STOP MARKET#120 9321 N THORNTON RD, STOCKTON May 07, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br /> OBSERVATION: The designated operator inspections for the following months were performed more than 30 days <br /> after the previous inspection: <br /> - Initial inspection on 07/23/2020, next inspection performed on 09/01/2020 (40 days) <br /> - Initial inspection on 03/08/2021, next inspection performed on 04/16/2021 (39 days) <br /> REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of <br /> the previous inspection. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time <br /> frames. <br /> ------------------- <br /> ------------------- <br /> OBSERVATION: The designated operator failed to check and note the correct test dates for the secondary <br /> containment test on the 9/1/1/2020, 10/26/2020, 12/21/2020, 01/11/21, 02/08/21, 3/8/21, and 04/16/21 designated <br /> operator inspection reports. Per the secondary containment test results found on site,the secondary containment <br /> test was last performed on 05/04/2018. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of <br /> the required information on the reports. <br /> This is a repeat violation, Class II. <br /> 214 CCR 2712 Failure to comply with UST operating permit conditions. <br /> OBSERVATION: The following components were replaced and a permit was not obtained from the EHD. <br /> -87 and 91 leak detectors were replaced on 08/10/2020 <br /> -91 leak detector was replaced on 02/03/2021 <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit <br /> obtained within one business day from the EHD.
