On 10/5/2020, a complaint was made ALANIZ <br /> that a resident was running a business and working on cars in the driveway. Used <br /> oil was reported to be spilling onto the driveway and into the street. <br /> Called the complainant and discussed the complaint with them. <br /> Left for the site. Heavy oily staining was observed on the base rock/soil in the <br /> driveway, on the sidewalk, and on a portion of the street in front of the gutter. <br /> Staining was also on the street going down W Rose St towards N Commerce St. <br /> No used oil was observed in the nearby storm drain. Attempted to make contact <br /> with the tenant and no one was available. Left a business card and a house hold <br /> hazardous waste brochure on the door. <br /> Left the site and wrote the notice to abate. Sent a copy to the tenant(certified) <br /> and the property owner(regular). Completed the photo log. <br /> Called the tenant, Joshua Whitaker, 209-857-9307, and left a message. <br /> Received a call back from Joshua and informed him who I was and what I was <br /> doing. He said he would get it properly cleaned up. Emailed him the notice to <br /> abate at<whitakerjoshua80@gmail.com>. Joshua explained that he only does <br /> work on personal vehicles or friend's cars. He operates a business at his home <br /> but does not generate any hazardous waste there. His business is called Joshua <br /> Whitaker Handyman Service. <br /> 10/08/2020 Discussed the complaint further with the complainant. Called Richard Stiffler, City ALANIZ <br /> of Stockton, 209-993-3274. He directed me to call storm water inspector Akintayo <br /> (Akin) Fayehun, 209-993-1449, <Akintayo.Faye hun@stocktonca.gov>, and Rick, <br /> 209-609-3175. <br /> Got connected with Rick. He said he would call Akin and let me know if he was <br /> responding. <br /> Received a call back from Rick letting me know that he and Akin were both <br /> responding. It was agreed they would meet me there. They arrived and I showed <br /> them the areas of concern. Akin said a notice was going to be mailed to the <br /> tenant to clean up the staining. He also said that the heavy staining on the street <br /> would be cleaned up by City of Stockton Public Works. <br /> Emailed the tenant information to Akin. <br /> Received several emails from the complainant regarding the spill.
