Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: C00053291 Site Location: 1440 N BROADWAY AVE. <br />Activity Summary <br />Activity Date Recorded by <br />01/26/2021 Received a complaint from Garrett Backus 'Lead Senior REHSI. Discussed GAITAN <br />complaint with Garrett, based on discussion I contacted complainant. Stated <br />around his business, are various accumulation of inoperable vehicles, solid waste, <br />hazardous waste, piles of dirt, homeless camps, graffiti. Complainant stated that <br />address listed on complaint, 878 N. Golden Gate Ave. is incorrect; his complaint <br />involves various business on Broadway Ave. He stated businesses located on <br />1011 N. Broadway Ave are accumulating various waste as well. Looked up <br />property owner of 1011 N. Broadway Ave. Contacted Gino Spingolo, property <br />owner, phone continued to ring and voicemail was not set up, there was no <br />answer. <br />Updated Garrett, based on update I left to visit site. Drove by 878 N. Golden Gate <br />Ave, I observed no signs of hazardous waste, no significant signs of solid waste <br />and no homeless camps. Met with complainant. He took me to the areas of <br />concern. I observed various solid waste, graffiti, and boxcars on tracks occupied <br />by homeless. Complainant stated the following lots and/or businesses have <br />hazardous waste, solid waste, and/or homeless camps being set up: <br />-Warehouse located on 1580 N. Report Ave. Observed graffiti on walls. <br />-Stockton Terminal Tracks located on 1330 N. Broadway Ave. Observed graffiti, <br />solid waste, and homeless living in box cars on the tracks. <br />BT OH LLC located on 1440 N. Broadway Ave. Observed multiple homeless <br />tents/camps on vacant lot. <br />Wong's Diesel Shop located on 1856 N. Broadway. Complainant stated that shop <br />is accumulating hazardous waste, solid waste, and inoperable vehicles. The site is <br />part of EHD inventory and has a hazardous waste permit; routine inspection due <br />this year. I observed no waste that poses immediate danger to life and <br />environment. <br />-Frank Spingolo Warehouse Co. INC located on 893/1011 N. Broadway Ave. <br />Complainant stated that various shops located on this property are accumulating <br />hazardous waste and solid waste. I observed no waste that poses immediate <br />danger to life and environment. This site has a hazardous waste permit; routine <br />inspection is due this year. <br />Took photos of Stockton Terminal Tracks and BT OH LLC. Discussed site with <br />Garrett. Based on discussion he sent photos to Corrine King, Code enforcement <br />inspector for San Joaquin County Code Enforcement. <br />I sent photos taken from BT OH LLC to Melissa Nissim 'Program Coordinator' for <br />review on potential homeless camp on vacant lot. <br />01/26/2021 Generated photo log, site maps, confidential list. GAITAN <br />Received response email from Melissa Nissim 'Program Coordinator', she <br />referred complaint form and photos to Scott Sangalang 'Lead Senior REHSI. <br />Print and put complaint file together. Submitted complaint to Garrett Backus ILead <br />Senior REHSI. <br />Complaint abated to housing unit and code enforcement. <br />01/26/2021 Removed confidential items from narrative. Attached updated narrative to GAITAN <br />Complaint file. Submitted to Garrett backus 'Lead Senior REHSI. <br />06/01/2021 Reviewed the complaint and looked up the property on Permits Plus.
