Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COCQS3ZDE Site Location: 23468 RANCHO RAMON CT <br /> Activity Summary <br /> Activity Date Recorded by <br /> 11/24/2020 Met with Juanita Huerta, Code Enforcement, she stated that her inspection was GAITAN <br /> done and that the owner of the house was still waiting on me. Met with Roderick <br /> Souza, owner. He stated that all hazardous waste has been removed from this <br /> location already. At the time of inspection, I observed no hazardous waste on the <br /> property. <br /> I asked how he managed the Freon from the AC units; he stated that he used a <br /> generator to transfer the Freon into a 20 Ib. steel tank. He then would take the 20 <br /> Ib. steel tank to Thermal Mechanical located at 425 Aldo Ave. Santa Clara, CA. I <br /> asked if he kept any receipts, he stated no. He mentioned that he used to work at <br /> Thermal Mechanical and would take his Freon there for them to recycle. Owner <br /> sent me a photo and video of the Freon transfer process to my phone. He stated <br /> any used oil generated would be taken to O'reily auto located on 3323 N. Tracy <br /> Blvd. Tracy, CA. He stated he never generated more than 2 quarts of used oil at a <br /> time. <br /> He stated that business is no longer operating, he intends on getting the proper <br /> business permits to begin operating again. Contacted Garrett Backus Lead Senior <br /> REHS1 discussed inspection. After discussion, I talked to Roderick and explained <br /> to him if he decides to resume operation after proper permits are obtained. He <br /> would have to get a hazardous waste and hazardous materials business plan <br /> permit with EHD. I explained the California environmental reporting system to him. <br /> He stated that he intends on changing his business practice, he will no longer <br /> bring AC units to his property; he will work on them on site and leave the waste <br /> with the client. Filled out notice to abate and gave a copy to Roderick. <br /> No violations were cited. <br /> 11/24/2020 Generated site maps, generated photo log, generated complaint form.
