Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COYCVDBFQ Site Location: 1074 ACADEMY ST <br /> Activity Summary <br /> Activity Date Recorded by <br /> 08/03/2020 Emailed Mike Algots, Union Pacific Railroad Hazmat Manager, the spill FLORIDO <br /> information and requested he determine if the spill is on Union Pacific's Property. <br /> Mike stated Union Pacific's right of way is 40 feet(a generous estimate, according <br /> to Mike) from the middle of the tracks, and the latitute/longitude coordinates I <br /> provided him for the spill are out of UPR's right of way. Mike stated to let him know <br /> if we go out to the site and determine the spill is actually on UPR's right of way. <br /> 08/03/2020 Discussed complaint further with Elena and Muniappa Naidu, CUPA PC. It was FLORIDO <br /> determined that I will go out to the site and measure the distance of the spill from <br /> the middle of Academy St. If the spill is more than 30 ft from the middle of the <br /> street, the property owner is responsible for the spill. <br /> 08/04/2020 Completed and submitted overtime slip and EC print out to Muniappa Naidu, FLORIDO <br /> CUPA PC. <br /> 08/05/2020 Date stamped and downloaded photos. FLORIDO <br /> Arrived on site and measured the distance of spill from the center of Academy St <br /> and from the center of Union Pacific Railroad's (UPRR) track. The spill is 37 feet <br /> from the center of Academy St, and 60 feet from the center of UPRR's track. <br /> Since SJC's right-of-way is 30 feet from the center of Academy St, and UPRR's <br /> right-of-way is 40 feet from the center of the track, the spill is located on the <br /> property of 1074 E Academy St and is the responsibility of the property owner. Left <br /> a voice message and sent a text message to the complainant, stating that I will be <br /> mailing a notification letter to the property owner regarding the abandoned spill. <br /> Received several text messages back from complainant indicating the spill may <br /> still be the responsibility of the County or UPRR. I told complainant to contact <br /> either SJC Community Development Dept or the Assessor's Office, if complainant <br /> believes the right-of-ways are incorrect. Complainant requested the name and <br /> mailing address to which I will send the notification letter. I told complainant I will <br /> have it tomorrow when I am back in the office, however I don't believe I am <br /> allowed to provide her with the property owner information. <br /> 08/12/2020 Discussion with Muniappa Naidu, CUPA Program Coordinator, regarding letter to FLORIDO <br /> be sent to the property owner. <br /> Generated letter to inform the property owner of the abandoned oil spill/stain and <br /> how to clean up/dispose of the material properly. Provided letter, list of clean-up <br /> contractors, and a SJC Household Hazardous Waste brochure to office assistants <br /> to mail certified to the property owner. <br /> 08/13/2020 Mailed complaint cover letter dated 08-12-20 with Household Hazardous Waste MARTINEZ <br /> Disposal Guide & Hazardous Waste Clean-Up Company print out by certified mail <br /> to: <br /> WOODBRIDGE GUILD CORP, <br /> PO BOX 1584, <br /> WOODBRIDGE CA 95258-1584. <br /> Certified mail#7018 1830 0001 6176 7451. <br /> 08/20/2020 Emailed complainant a copy of City of Stockton's list of hazardous materials FLORIDO <br /> clean-up companies. <br /> 08/28/2020 Certified mail return.
