Received Cal OES FLORIDO <br /> report#20-4097. Called and spoke to SJC Hospital dispatch, who provided UPRR <br /> reference number. Called and spoke to Union Pacific Railroad (UPRR) dispatch. <br /> The above parties report a UPRR locomotive leaked an unknown amount of oil <br /> onto the locomotive and onto ballast; no exposures or injuries; no waterways were <br /> impacted; Patriot Environmental ETA is 6AM; Michael Algots is the UPR haz mat <br /> manager point of contact; incident location is near Patterson Pass Rd. and Midway <br /> Rd in Tracy, CA. <br /> Called and spoke to Mike Algots who states the spill may have occurred in <br /> Alameda County; he will call me back to let me know. Began looking in SJC Parcel <br /> Viewer for the incident location. Called and discussed spill location with Haza <br /> Saeed, Ld Sr REHS. Received a call back from Mike who states the spill is 20 <br /> gallons, discussed spill location, and Mike determined the spill occurred at the <br /> county line in between San Joaquin County and Alameda County. Mike stated he <br /> would have Alameda County notified as well. I notified Mike that I will respond to <br /> the incident location to determine if the spill is in SJC. <br /> 7:30 AM : Arrived on-site. Met with Anita Johnson, UPRR MYO and Brandon Eck <br /> of Patriot Environmental. Brandon was pumping the oil from the locomotive sump <br /> into two 55-gallon drums and cleaning the outside of the locomotive with <br /> absorbent. Observed the spill on only one section of the ballast, approximately <br /> 5-10 ft in width, underneath and to the sides of the locomotive. The spill did not <br /> appear to impact any other areas along the track. <br /> Brandon was waiting for UPRR to move the locomotive and secure the track so <br /> that he may begin clean-up of the ballast. <br /> I determined the spill was in Alameda County's righ-of-way, based on the location <br /> of the spill and the SJC Parcel Viewer map county line. Notified Brandon,Anita, <br /> and Mike that the spill is in Alameda County. I notified Mike that there hadn't been <br /> an update to the Cal OES spill report indicating that Alameda County had been <br /> notified. Mike stated he told his dispatch to make the update with Cal OES. I called <br /> UPRR dispatch and notified them that the spill occurred in Alameda County and <br /> that they need to update the spill report. Called Alameda County CUPA and left <br /> them a message about the spill/spill clean-up and left my call back number if they <br /> have any questions. Left site.
