MATERIAL FLOWED <br /> ONTO SOIL. REPORTING PARTY AND CONTRACTOR ARE HANDLING THE CONTAINMENT AND CLEAN UP. <br /> VIOLATIONS: <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> 5. Failed to completely label containers or portable tanks of hazardous waste <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br /> 1. Four 55-gallon drums of oil,determined to be waste according to Carolyn Godwin,were observed next to the <br /> gasoline tank outside and east of the maintenance building. These containers were missing the words"Hazardous <br /> Waste", name and address of generator, hazardous properties, physical state, and accumulation start date. <br /> 2.A 5-gallon container of Warren R&O Hydraulic Fluid, determined to be waste according to Carolyn,was found <br /> inside the old maintenance building. This container was missing the words"Hazardous Waste", name and address of <br /> generator, hazardous properties, physical state, and accumulation start date. <br /> REGULATION GUIDANCE:Title 22 CCR 66262.34(f) <br /> All hazardous waste containers shall be marked with the following information: the words"Hazardous Waste", name <br /> and address of generator, hazardous properties, physical state, composition(contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> 6. The following above ground storage tanks were observed on-site and need to be properly managed: <br /> 1.The facility has a 500 gallon gasoline tank,which was found to containing 1-2 inches of gasoline, by Robert <br /> Lopez, SJC EHD haz mat inspector on 2/24/20.According to Carolyn Godwin, Ramos Oil has been hired to remove <br /> the tank containing the gasoline on 2/27/20. <br /> 2.A rusted tank that previously held diesel fuel was observed on-site on 2/25/20. <br /> Provide the EHD with a statement explaining how both tanks and the gasoline will be managed. If the tanks are not <br /> going to be reused to store gasoline or diesel, respectively, and the tanks are not cleaned,the tanks must be disposed <br /> of as hazardous waste. If the tanks are going to be recycled as scrap metal, the tanks must be cleaned via triple <br /> rinsing. Provide the EHD with waste and rinseate disposal records/hazardous waste manifests and a receipts for the <br /> recycling of the tanks. <br /> �ORRECTIVE ACTIONS/ORDER: <br /> EHD 25-01 Rev.08/17/17 Page 5 of 6 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
