Called complainant. <br /> Complainant informed me that the rail car contained paint products, inks, and <br /> methyl ethyl ketone. I was informed that Derek Smith from Patriot Environmental <br /> was going to respond to the incident. The responsible party is R+L Carriers. <br /> 12:54 p.m.: Called Derek Smith, 916-347-8724. He said that he was going to put <br /> on an SCBA to determine what was leaking. I told him that I would wait to go to <br /> the site until it was known what had leaked. <br /> A complaint was made from by the front counter. Filled out the rest of the <br /> complaint information and started to write the notice to abate. <br /> 1:30 p.m.: Received a message from Derek letting me know that the leaking <br /> substance was determined. One 3 gallon container of"Sherwin Williams <br /> Polyester ZNO Paste"was punctured during transport. He informed me that he <br /> had a crew coming to offload the trailer to clean the spill. <br /> Left for the site at 2:39 and arrived at 3:01 p.m. Met with Patriot Environmental <br /> supervisor Brandon Eck. Material from the 3 gallon container spilled onto the floor <br /> of the trailer and onto the ground where it was parked in space 10. No spilled <br /> material was seen on the ground where the trailer was moved to in the spill <br /> containment area. Patriot Environmental cleaned the spilled material with <br /> absorbent and scrapping. All of the waste went into one 55 gallon drum and was <br /> hauled off site by Patriot as hazardous waste under manifest 019703576JJK. The <br /> container number is EMHU 643673. Did not observed any impacted waterways or <br /> storm drains. Emailed the notice to abate to Mark Bunte <br /> <Mark.Bunte@rlcarriers.com>. Called him at(937) 556-3020 and left a message. <br /> Left the site at 4:30 and got back to the EHD area at 4:48 p.m. <br /> Complainant updated the spill report to include the known material that spilled. <br /> Called complainant back and confirmed that I had received the updated <br /> information. <br /> 07/24/2020 Downloaded the photos and completed the photo log. Completed the prop 65. ALANIZ <br /> Received a call from Mark Bunte, R+L Carriers, (937) 556-3020, confirming that <br /> he received the report.
