SAN JOAQUIN <br /> Environmental Health Department <br /> i -- --COUNTY <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: TSB TRUCKING Date: Sep 18, 2020 <br /> RP Mailing Address: 120 MAIN STREET Record ID#; C00052661 <br /> ROSEVILLE, CA 95678- Program Element 2546 <br /> Spill Location: 0 E SPERRY RD, STOCKTON Release/Spill Response (excluding Joint Team) <br /> NATURE OF WASTE DISCHARGEIWASTE RELEASE: <br /> Approximately 45-50 gallons of diesel released as a result of a vehicle accident. <br /> OBSERVATIONS: <br /> An estimated 45-50 gallons of diesel was released as a result of a vehicle accident. Release was from Harpal Singh of TSB <br /> Trucking's truck(CA 280609, CMAC 34142). No storm drains or waterways were impacted. Diesel impacted the <br /> westbound lanes of Arch Airport Road and the northern side of the road. Spill on roadway covered an approximate area of <br /> 15x20 feet. Two spots on the side of the road were impacted with diesel. Both areas covered an approximate area of 5x5 <br /> feet. Clean-up of the roadway was completed with absorbent. Absorbent was placed on the dirt on the side of the road that <br /> was impacted by diesel. Clean-up of the side of the road will occur at a later time after area is USA'd. Clean-up will <br /> tentatively be done next week sometime after 9/23/2020. Cones will be placed on the side of the road in the spill area. No <br /> rain in weather forecast. <br /> TSB Trucking to notify SJC EHD when clean-up of the side of the road will be completed for verification. TSB Trucking <br /> toprovide SJC EHD with copies of the final disposal records and any hazardous waste determination information (waste <br /> profile, analytical, etc.). <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> ° Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> El Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> CORRECTIVE ACTIONS /ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Within 30 days <br /> • Other Correction <br /> Provide any analytical or waste profile information to SJC EHD <br /> EHD 25-01 Rev.9/16/2020 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
