SANJOAQUIN Environmental Health Department <br /> COUNTY— <br /> Grlot r,(, <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: VALLEY FARM TRANSPORT Date: Sep 06, 2020 <br /> RP Mailing Address: 8656 SPARLING LN Record ID#: CODYOYNN6 <br /> DIXON, CA 95620- Program Element: 2546 <br /> Spill Location: 21329 E MARIPOSA RD, ESCALON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> 10 GALLONS OF ENGINE OIL SPILLED INTO AN ALMOND ORCHARD DUE TO A VEHICLE ACCIDENT. <br /> OBSERVATIONS: <br /> Arrived on-site and met with Sgt Kyle Plant of CHP and Matthew Nickum of Valley Farm Transport(VFT),the responsible <br /> party. Observed an approximate 20x15 ft area of oil that appeared to be floating on water in the soil of the almond orchard <br /> on the north side of Mariposa Rd and west of Van Allen Rd. Per Sgt Plant,the water was from the sprinkler system that was <br /> turned on prior to the incident. The VFT truck diesel saddle tanks were not leaking.Also observed a large amount of <br /> tomatoes that had also spilled onto the soil in between Mariposa Rd and the orchard,from the VFT truck. Fewer tomatoes <br /> were observed adjacent to the south side of Mariposa Rd. Brandon Espinoza from All Environmental Services arrived <br /> on-site to assess the spill for clean-up. Per Brandon, today he will create a berm around the oil spill to contain it to one area, <br /> tarp and cone the oil spill, and return tomorrow morning to excavate the contaminated soil. Today Brandon will also be <br /> pumping out the diesel from theVFT truck's passenger side saddle tank, as he was told by the towing company that the tank <br /> has a hole at the top it. Brandon to place the diesel in a drum and leave the drum on-site until the clean-up is complete. <br /> Either today or tomorrow, Brandon will also be cleaning up the spilled tomatoes. <br /> Please be advised that the disposal of any waste[HSC 5411]or disposal of any hazardous waste,or the causing thereof, is <br /> prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. [HSC <br /> 25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste shall be <br /> disposed of under appropriate hazardous waste manifesting procedure[HSC 25160(b)(3)].
