FLORIDO <br /> 08/18/2020 Arrived on site and observed a white powder-like material leading to a drain, FLORIDO <br /> possibly a storm drain, from in front of a business. Met with Jaime Fuentes <br /> (209-294-3441), Forever Quartzite and Marble business owner, who explained <br /> that the white material is residual natural stone from his business, which cuts and <br /> polishes stone for the fabrication of counter tops. Jaime explained that the white <br /> residual leading to the drain was a result of a bag of the residual that broke open <br /> last Friday (8/14), and he applied water to the area to reduce the dust from the <br /> residual in the air. As a result, the residual flowed toward the drain, but did not <br /> enter the drain, and remained on the surface. Jaime opened the drain; the drain <br /> was dry and the white residual was not observed in the drain. Jaime stated he <br /> swept up most of the residual and placed it in a container inside his shop, but was <br /> unable to complete the clean-up because a truck was parked near the drain at the <br /> time of his cleaning. The residual from the clean-up was observed in a container <br /> at the time of inspection. According to Jaime and Edgar Gomez, who is the owner <br /> of EG Construction (work cell: 209-645-4301; personal cell: 209-244-8701; and <br /> subleases part of the facility to Jaime, state the residual stone is disposed of at the <br /> county recycling center on Harney Lane in Lodi and at the Lovelace Facility in <br /> Manteca. Jaime states their are no oils or other chemicals used in the cutting and <br /> polishing of the stone. <br /> Took photos of the spill and the drain. Took a sample of the white powder stone <br /> residual. <br /> Updated Elena on the complaint. <br /> 08/18/2020 Generated and emailed the Notice To Abate and a San Joaquin County FLORIDO <br /> Household Hazardous Waste Facility small busienss brochure to Jaime Fuentes <br /> (jai me.fuentes808@yahoo.com), and CC'd Edgar Gomez <br /> (egconstructioninc@icloud.com) and Elena Manzo. <br /> Left site and traveled back to EHD. <br /> 08/18/2020 Reviewed email received on 8/17/20 from Elena Manzo, Ld Sr REHS, regarding a FLORIDO <br /> suspected illegal dumping into a storm drain.
