Record ID#: COLOBOC6R <br /> ANGELS CAMP, CA 95222- Program Element: 2546 <br /> Spill Location: 9020 LATHROP RD, MANTECA Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> APPROXIMATELY 10-GALLONS OF MINERAL OIL FROM POLE MOUNTED TRANSFORMER RELEASED ON TO SOIL <br /> OF PRIVATE PROPERTY. <br /> OBSERVATIONS: <br /> Met with Dave Larsen, PGE. Stated that clean-up will begin on Tuesday(8-18-2020).Area has been cautioned tape for now. <br /> Site has not been cleaned up. <br /> All generated clean up wastes must be transported according to all applicable manifesting procedures(HSC25160(b)(3)) <br /> and disposed of according to all applicable Title 22 regulations.The disposal of any hazardous waste, or the causing <br /> thereof, is prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. <br /> HSC25189.5(a).] <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> ° Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> IMMEDIATELY. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> For all waste contaminated with mineral oil and any additional waste generated from clean-up. Handle all hazardous <br /> waste according to Title 22 California Code of Regulations for hazardous waste.
