Called SJC General Hospital and received the FLORIDO following complaint from dispatch: Woodbridge Fire called stating there is a fire truck leaking suspicious material. Called Woodbridge Fire (209-236-8105) and spoke to Ryan (dispatch) who stated a fire truck is not leaking, rather there is a barrel of unknown material off-gasing on southbound highway 99 just north of Turner Rd, on a bridge over the Mokelumne River. Ryan stated a hazmat team had just arrived on site to conduct further investigation. I requested the phone number for the on-scene contact. Ryan stated the on-site incident commander(IC)will give me a call to provide further details. 4:39 AM - Received a call back from the IC Captain Ramirez who stated Woodbridge Fire is waiting for EHD haz mat to arrive on site. I asked Ramirez what material was in the barrel. Ramirez stated he did not know and the barrel did not have any labels. Ramirez stated CHP had reported it had appeared to be off-gasing. I told Ramirez EHD does not have a haz mat team, but I would contact my supervisor to figure out what EHD needs to do to resolve the issue. Ramirez did not seem to know EHD did not have a haz mat team. Called Haza Saeed, Ld Sr REHS; no answer. Called Garrett Backus, Ld Sr REHS; no answer. Called Michelle Henry, Ld Sr REHS; we discussed the complaint, and she suggested I call Muniappa Naidu, CUPA PC. Called Muniappa, no answer, left him a message. Called Ramirez and left him a message asking him if Cal Trans was on-site or was contacted, and if Cal Trans could not assist, EHD could make a joint team call-out. Called Woodbridge Fire dispatch, spoke to Megan Lipz who stated she would find out if Cal Trans was on site or was contacted, and if the Fire Dept needed EHD to do a joint team call-out. Megan mentioned Lodi Fire was also on-site. Called and spoke to Muniappa Naidu about the complaint. Muniappa stated a joint team call-out may be needed depending on how many resources the Fire Dept. needs. Provided Muniappa with the Woodbridge Fire dept dispatch phone number and Ramirez's phone number. Muniappa decided to call the Fire Dept. to determine if a joint team call-out will be needed. 5:20 AM - Received a call back from Muniappa stating the Fire Dept no longer needs EHD's assistance, since the barrel is less than 5 gallons. Received a call from Ramirez stating the Fire Dept no longer needs EHD's assistance, since Stockton Company 3 Hazmat determined the barrel to contain 99.99%water, after a homeless individual knocked the barrel over. END. 07/28/2020 Discussed the complaint I received this morning at—4 AM, with Muniappa Naidu, FLORIDO and then with Elena Manzo, Ld Sr REHS. Generated complaint. Documented my complaint narrative and submitted my overtime documentation. 07/30/2020 Discussed complaint with Michelle Henry, Ld Sr REHS. FLORIDO 01/19/2021 Reviewed narrative.
