STOPPED AND CONTAINED. CONTRACTOR <br /> WILL CONDUCT CLEAN UP. NO WATER IMPACTED. <br /> OBSERVATIONS: <br /> On site and met with Brandon Eck of Patriot Environmental. Observed absorbent staining on the concrete leak pad <br /> beneath the affected refrigeration container. The spill was stopped and the leak pad appeared clean. Per Brandon, the <br /> diesel spill on the leak pad appeared cleaned up before he arrived on site, and he did not know where the used absorbent <br /> was placed.After discussions with Mike Algots, Union Pacific Railroad(UPRR) Haz Mat Manager, and Brandon, it was <br /> determined that the absorbent used-a 25 Ib. bag-on the leak pad spill was blown away by the heavy winds before Brandon <br /> arrived on-site. <br /> Brandon escorted me to the initial spill location near the train tracks. Observed absorbent staining on the concrete next to <br /> the track.The spill clean-up was complete in this area. Brandon stated he found no evidence of the spill in any other areas. <br /> Brandon stated that he found two smaller diesel spills on concrete in the yard that appeared to be unrelated to the original <br /> diesel spill. Brandon cleaned up these two spills and placed the used absorbent into the 55-gallon drum of used absorbent <br /> from the original spill. Brandon took a sample of the waste and labeled the drum as hazardous waste pending analytical. <br /> Clean-up complete. <br /> Please be advised that the disposal of any waste[HSC 5411]or disposal of any hazardous waste, or the causing thereof, is <br /> prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal.[HSC <br /> 25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste <br /> manifesting procedure[HSC 25160(b)(3)].
