<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 120 <br />Implementation of Mitigation Measures MM BIO-18 and MM BIO-19 would further <br />avoid, minimize and/or reduce the potential for impacts to hoary navarretia. <br />Tehama navarretia (Navarretia heterandra) <br />Tehema navarretia has a CRPR of 1B.1 but it is not listed under FESA or CESA. <br />This species is an annual herb in the phlox family, and it blooms from April to <br />June (CNPS 2019). It is found in the Sacramento Valley, the northern Sierra <br />Foothills, and the North Coast Ranges (CNPS 2019; Jepson Flora Project 2019). <br />It typically grows in valley and foothill grassland (CNPS 2019). The microhabitat <br />for Tehema navarretia is mesic sites in grassland or vernal pools (Calflora 2018; <br />CNPS 2018). There are no listed threats to this species (CNPS 2019). Potentially <br />suitable habitat for Tehema navarretia is present within the Study Area. However, <br />this species has low potential to occur within the Study Area because the Study <br />Area is located on the edge of its known range and vernal pools will be avoided <br />so potential impacts would be less than significant. <br />Implementation of Mitigation Measures MM BIO-1b, MM BIO-12, MM BIO-18, <br />and MM BIO-19 19 would further avoid, minimize and/or reduce the potential for <br />impacts to Tehema navarretia. <br />Baker's navarretia (Navarretia leucocephala ssp. bakeri) <br />Baker’s navarretia has a CRPR of 1B.1 but it is not listed under FESA or CESA. <br />This species is an annual herb in the phlox family, and it blooms from April to <br />July (CNPS 2019). It is endemic to California, and its current range includes the <br />Klamath Ranges, North Coast Ranges, High Cascades Range, western <br />Sacramento Valley, and northern San Francisco Bay Area (CNPS 2019; Jepson <br />Flora Project 2019). It typically grows in cismontane woodland, meadows and <br />seeps, vernal pools, valley and foothill grassland, and lower montane coniferous <br />forest (CNPS 2019). The microhabitat for Baker’s navarretia is vernal pools and <br />swales with adobe or alkaline soils (CDFW 2019). Threats to this species include <br />development, habitat alteration, road construction, agriculture, and potentially <br />non-native plants (CNPS 2019). Potentially suitable habitat for Baker’s navarretia <br />is present within the Study Area.
