<br /> <br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 206 <br />3.21.1 Environmental Setting <br />This Initial Study was prepared to assess the potential effects of the Proposed Project <br />on the environment and significance of those effects. Due to the short term and <br />temporary nature of the activities that comprise the Proposed Project, many potential <br />significant impacts would be avoided or mitigated to less than significant with mitigation <br />incorporated. <br />With the implementation of Mitigation Measures and the Mitigation Monitoring and <br />Reporting Program (MMRP), potential impacts to biological resources, cultural <br />resources, greenhouse gas emissions, hazards and hazardous materials, tribal cultural <br />resources, and wildfire resources from the Proposed Project would be avoided or <br />reduced to less than significant with mitigation incorporated. The Proposed Project <br />would result in no impacts to agricultural and forestry, land use and planning, population <br />and housing, recreation, and utilities/service systems. Potential impacts to aesthetics, <br />air quality, energy, geology and soils, hydrology and water quality, mineral resources, <br />noise, public services, and transportation from the Proposed Project would be less than <br />significant. <br />3.21.2 Discussion <br />a) Does the project have the potential to degrade the quality of the environment, <br />substantially reduce the habitat of a fish or wildlife species, cause a fish or <br />wildlife population to drop below self-sustaining levels, threaten to eliminate a <br />plant or animal community, reduce the number or restrict the range of a rare <br />or endangered plant or animal or eliminate important examples of the major <br />periods of California history or prehistory? <br />Less than Significant with Mitigation Incorporated. As discussed in this Initial Study, <br />the Proposed Project has the potential to impact biological resources, cultural <br />resources, and tribal cultural resources but with the implementation of Mitigation <br />Measures and the MMRP, the Proposed Project would not have the potential to <br />degrade the quality of the environment, substantially reduce the habitat of a fish or <br />wildlife species, cause a fish or wildlife population to drop below self-sustaining <br />levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal or eliminate important <br />examples of the major periods of California history or prehistory. <br />b) Does the project have impacts that are individually limited but cumulatively <br />considerable? (“Cumulatively considerable” meant that the incremental <br />effects of a project are considerable when viewed in connection with the <br />effects of past projects, the effects of the other current projects and the <br />effects of probable future projects)? <br /> Less than Significant with Mitigation Incorporated. Cumulative effects include the <br />effects of future State, tribal, local, or private actions that are reasonably certain to <br />occur in the Study Area are considered in this study.
