Tracy Boulevard <br />Tracy, CA 95376 <br />RE: Accumulation of Garbage and Waste Tires at 19051 S. McKinley Avenue, Manteca, CA 95337 <br />On January 6, 2020, the Environmental Health Department (EHD) received a complaint that alleges that significant <br />illegal dumping has occurred on the property and that a lot of waste tires that have been brought on the property. A <br />site visit by this department was made on January 15, 2020. Solid waste and waste tire inspections were done, and a <br />large volume of garbage and over 100 waste tires were observed on the property. Waste tires stored outside, without <br />being covered, pose a potential fire Ward and allow mosquito breeding. The Public Resources Code and the San <br />Joaquin County Ordinance Code define waste tires as a solid waste. You are in violation of the following San Joaquin <br />County Ordinance Codes for the tires and garbage on the property: <br />Title 5, Chapter 4, Section 5-2400; Accumulation of refuse, waste, and filth is prohibited. <br />Title 5, Chapter 4, Section 5-2401; Disposal on premises <br />Title 5, Chapter 4, Section 5-2403; Frequency of removal <br />You are directed to remove the garbage and waste tires from the property by 2/5/2020 and provide documentation to <br />the EFID by 2/12/2020. Waste tires require special handling. You are allowed to haul up to nine waste tires, per trip, <br />to a permitted disposal facility or transfer station without being a registered waste tire hauler, or you can hire a <br />registered waste tire hauler remove the tires from the site. <br />If you have any questions regarding this matter, you may contact my staff, Jesse Easter, EHS, at (209) 953-7310. <br />cua <br />Robert McClellon, REHS <br />Program Coordinator
