ANALYSIS <br />Project Site <br />The project site consists of 2 parcels totaling 9.63 acres and is located on the east and west sides of W. <br />Grider Way, 500 feet northwest of N. Lower Sacramento Rd., Stockton. The surrounding land uses to the <br />north and west are residential and educational services to the south and west are commercial. <br />Urban Communit <br />The General Plan Map Amendment and Zone Reclassification applications propose to amend the General <br />Plan designation to C/C (Community Commercial) and the reclassify the zoning classification to C -C <br />(Community Commercial). The commercial designations proposed for the project site are classifications <br />associated with urban uses and retail and commercial development. The project site is located in the <br />planning area for the Urban Community of Stockton <br />General Plan Map Amendment <br />In order to approve a General Plan Map Amendment, the Planning Commission and Board of Supervisors <br />must determine that the internal consistency of the General Plan is maintained in adoption of the proposed <br />General Plan Map Amendment. (Development Title Section 9-803.4) The proposed change must be <br />consistent with all of the various General Plan goals, policies, objectives, and implementation measures. <br />2035 General Plan Goals and Policies <br />Growth and Chanae <br />The General Plan's Growth and Change goal (LU -1) states that the County shall direct most urban <br />development towards cities and urban and rural communities within the unincorporated county to promote <br />economic development, while preserving agricultural lands and protecting open space resources. <br />The proposed project area is located within the Urban Community of Stockton and is adjacent to <br />existing commercial and residential development. If the applications are approved this would <br />generate future economic development opportunities. The proposed applications are consistent <br />with this goal. <br />General Plan Goals, Policies, Objectives — Encourage Infill Development <br />The General Plan promotes infill projects in Urban and Rural Communities within or adjacent to existing <br />development in order to maximize the efficient use of land and use existing infrastructure with the capacity <br />to serve new development. (LU -1.4) <br />Additionally, the General Plan promotes infill projects in order to preserve the surrounding agricultural land <br />and open space and to maintain and improve a community's character. <br />(p.3.1-1 0) <br />The project site is located within the Urban Community of Stockton and is comprised of 2 <br />undeveloped lots adjacent to developed commercial and retail uses. The project applicant has <br />submitted will -serve letters for the project area. The proposed applications are consistent with this <br />goal for encouraging infill development. <br />Community Commercial (C/C): Locational Criteria (p. 3.1-39) <br />This designation provides for a full range of retail and service uses serving urban and regional markets and <br />limited office uses.
