(Pape 3.2-38) <br />The County shall require the minimum standards for wastewater system improvements provided in Table <br />IS -2 for the approval of tentative maps and zone reclassifications. <br />General Plan 2035 Policv Document Table IS -2 (Paae 3.2-39) <br />New projects in urban communities shall be served by a public sewer system. Onsite wastewater treatment <br />system may be permitted in Rural Residential areas, Commercial areas adjacent to Rural Residential areas, <br />and in Warehouse Industrial zones, if General Plan policies and Development Title regulations are met. <br />• The applicant has submitted a Will -Serve letter for water from the City of Stockton. <br />STORMWATER <br />General Plan 2035 Policy Document Stormwater Drainage, Policy IS -7.2 (Pape 3.2-41) <br />The County shall require the minimum standards for stormwater drainage system improvements provided <br />in Table IS -3 for the approval of tentative maps and zone reclassifications. <br />General Plan 2035 Policy Document Table IS -3 (Page 3.2-41) <br />New development in urban communities shall have access to a public drainage system, with terminal <br />drainage. <br />• The applicant has submitted a Will -Serve letter for storm drainage from the City of Stockton. <br />Aaricultural Mitiaation <br />3.23 acres of the two parcels are currently zoned AU -20 (Agriculture -Urban Reserve, 20 -acre minimum) <br />and the proposed Zone Reclassification application would be subject to the Agricultural Mitigation <br />Ordinance of the Development Title. <br />Pursuant to Development Title Section 9-1080.3(a)(1) agricultural mitigation is required for a General Plan <br />Map Amendment that changes the designation of any land from an agricultural to a non-agricultural use <br />and a Zone Reclassification that changes the permitted uses from agriculture to a non-agricultural use, <br />regardless of the General Plan designation. <br />Agricultural mitigation is satisfied by granting a farmland conservation easement or other farmland <br />conservation mechanism. The number of acres of agricultural mitigation land shall be at least equal to the <br />number of acres that will be changed to a nonagricultural use (a 1:1 ratio) (Development Title Section 9- <br />1080.3[c]). Pursuant to Development Title Section 9-1080.3(f), submission of the required legal instrument <br />or payment of the in -lieu fee shall occur at the time of grading permit or building permit issuance for future <br />development. <br />Local Agency Formation Commission LAFCO) <br />The Local Agency Formation Commission is responsible for coordinating logical and timely changes in local <br />governmental boundaries, including annexations and detachments of territories. A project referral was sent <br />to LAFCO and any proposed changes or coordination of public services to serve this site will need to be <br />reviewed by this agency. <br />San Joaquin Council of Governments <br />The San Joaquin Council of Governments states the project is subject to the San Joaquin County Multi -species <br />Habitat Conservation and Open Space Plan. Participation in this plan will mitigate any impacts to any <br />endangered species to a less than significant level. However, because the proposed project does not involve <br />ground disturbance at this time, the mitigation will be required at the time of building permit application. <br />Planning Commission Staff Report, PA-2100019PA-2100019, 20 (GP, ZR) <br />
