In determining whether impacts to agricultural resources are significant environmental effects, lead agencies may refer to the California Agricultural Land Evaluation and Site Assessment Model (1997) prepared by the California Dept. of Conservation as an optional model to use in assessing impacts on agriculture and farmland. Impact Discussion: a -e) The proposed request is a General Plan Map Amendment and Zone Reclassification to change the zoning of a 3.23 acre portion of two parcels from the General Plan designation R/L (Low Density Residential) to C/C (Community Commercial) and to change the zoning designation from AU -20 (Agricultural Urban Reserve, 20 acre minimum) to C -C (Community Commercial). The adjacent and surrounding parcels are developed for residential or commercial uses. A portion of the existing parcels to be rezoned are developed with commercial uses. Therefore, the proposed application requests will have a less than significant impact to surrounding agricultural operations and will not create premature development pressure on surrounding agricultural lands to convert land from agricultural uses to non-agricultural uses.
