A J OA U I Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CAGASOLINE EXPRESS 2115 W YOSEMITE AVE, MANTECA March 09, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Oily liquid was observed in under containment (UDC) sump, UDC 11/12, indicating a leak in the <br /> primary containment. <br /> REGULATION GUIDANCE: All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation, Class II. <br /> 305 HSC 25290.1, 25290.2, 25291 Failed to maintain secondary containment (e.g. failure of secondary containment <br /> testing). <br /> OBSERVATION: Approximately two cups of brine was found in the 91 and diesel STP sumps indicating a leak in <br /> the secondary containment. <br /> REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance <br /> contained and constructed to prevent structural weakening as a result of contact with any hazardous substances <br /> released from the primary containment. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to make repairs <br /> to the UST system under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION: Water was found in the 87 spill container and 87 fill sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately three gallons of liquid from the 87 spill <br /> container and fill sump and returned the sensor to its proper location.
