COMPLAINT INSPECTION REPORT <br /> 1:45 pm <br /> 1:30 pm <br />Time Out: <br />Time In: <br />Environmental Health Department <br />Name of Facility: PANDA EXPRESS #807 Date: 04/29/2021 <br />Address: 2441 N NAGLEE RD, TRACY 95304 <br />Owner/Operator: PANDA RESTAURANT GROUP INC Telephone: (209) 839-6638 <br />Program Element: 1600 - FOOD PROGRAM Complaint #: CO0053733 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />CO0053733 states: "COMPLAINANT PURCHASED FOOD FROM FACILITY ON 4/28/21 AT AROUND 4:30 PM. <br />COMPLAINANT ALLEGES THE RICE WAS STALE AND OLD AND SEEMED AS THOUGH IT HAD BEEN <br />REFRIGERATED AND REHEATED AGAIN AND HAD A STRONG PUNGENT SMELL. COMPLAINANT CALLED <br />FACILITY TO REPORT THE ISSUE AND THEY INFORMED THEM THAT THE RICE WAS FINE BUT ASKED HIM TO <br />BRING IT BACK." <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodborne illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />white rice at rice cooker (hot hold) -- 158.00º F brown rice in warming cabinet -- 162.00º F <br />FOOD ITEM -- LOCATION -- TEMP º F -- COMMENTS <br />NOTES <br />Assistant Store Manager (ASM) is on site and is not aware of the complaint (he was off on the date of the complaint). <br />Per ASM, if there is left over brown rice at the end of the shift (at closing time) then the rice is placed in a warming cabinet and <br />held overnight at 155F (minimum). This hot held rice is then used first thing the next day (FIFO: first in first out). Per ASM, at <br />the time of the day of the complaint, the rice would be "new" rice. The hot held rice would have already been used up. <br />Per ASM, the white rice and all other food from the hot hold wells is discarded at the end of the day. <br />At the time of the inspection, the rice temperatures are correct and no off-odor was present. <br />No signature obtained / COVID-19 <br />Report typed up at the office 4:06p-4:19p <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
