Rivera, Stacy [EHD]
From: Buehler, Alan@Waterboards <Alan.Buehler@Waterboards.ca.gov>
Sent: Friday, January 3, 2020 9:15 AM
To: Rivera, Stacy
Subject: Abandoned UST Inquiry
Hello Stacey—
I am the Regional Board caseworker for the Quick-N-Save#2 LUST case at 2057 S. EI Dorado St in Stockton. Across the
street, hydrologically downgradient, is Super Sport Tires at 2070 S. EI Dorado St. 3 unused fuel USTs and 1 waste oil UST
remain in the ground at the Super Sport Tires. As this property is downgradient of my Site, there is a possibility that if a
release has occurred on this property, it has commingled with the plume from my Site. As far as I am aware, the
authority to require the removal of these tanks lies with the CUPA, but once that's done and initial sampling is
completed,we can decide to open a LUST case if warranted.
My records indicate the following regarding the 2070 S. EI Dorado St property:
• Current occupant: Super Sport Tires
• Current property owner: Margaret Quiroga
• Remaining USTs: 3 fuel USTs & 1 waste oil UST
• Ownership lineage: Property originally purchased by husband Pedro Quiroga in 1968. According to Margaret,
USTs predate Pedro's purchase and Pedro never used the fuel USTs. He did use the waste oil UST, operating the
property as a automotive repair shop between 1968 and 1982.
• Notice to Abate: issued to Margaret by SJC in 2000, requiring removal of the USTs at that time
• District Attorney: case was referred to DA for failure to respond to the Notice to Abate. No action has been
taken by the DA to-date.
I am curious is this one is still on the CUPA's radar, and if there is any way to get these tanks removed so we can
determine if a release has occurred on this property.
AL.2v, M. gL.ekLer, P.G.
Engineering Geologist I UST Enforcement Unit
Central Valley Regional Water Quality Control Board
California Professional Geologist#9340
11020 Sun Center Drive, Suite 200, Rancho Cordova, CA 95670
Phone 916.464.4615 1 Fax 916.464.4704
alan.buehler@waterboards.ca.gov
pV CAtr
r
rn ir
1
