Karam G.K. <br />Senior Solid Waste Engineer <br />SUBJECT: SUBTITLE D REGULATIONS <br />Following are our responses to Laurie cotulla's letter dated <br />November 2, 1993, regarding Subtitle D regulations, in which you <br />requested a plan of compliance with Subtitle D. <br />The responses address items I - 10 of Laurie Cotulla's letter and <br />are in the same order. A copy of the letter is attached for <br />reference. <br />1. The only county landfill that falls in this category is the <br />Harney Lane Sanitary Landfill. The County will comply with <br />the closure regulations as soon as the California Integrated <br />Waste Management Board approves our closure and postclosure <br />plans for this facility. <br />2. This item does not apply to any County landfill. <br />3. The County's existing Hazardous Waste Exclusion Program for <br />its solid waste disposal facilities, which has been approved <br />by your division, meets the requirements of item 3. Load <br />checkers record the license plate number of every vehicle that <br />uses our sites and observe the waste as it is unloaded from <br />the vehicle. All inspection records are maintained at the <br />Solid Waste Division office. <br />Facility personnel have received hazardous waste <br />identification training by the County Office of Emergency <br />Services.
