All County solid waste facility personnel are trained to inspect <br /> agricultural chemical containers. All containers must have <br /> documentation showing that they have been properly rinsed and <br /> punctured, and are dry before they are accepted at the site. <br /> Containers which do not meet the above-stated criteria are not <br /> accepted at any of the previously mentioned County facilities. <br /> The County, through its load checking program, makes every effort <br /> to screen agricultural chemical containers from the waste stream. <br /> Agricultural chemical containers received at all County solid <br /> waste facilities are separated from the waste stream and stored <br /> at a designated area in a fully enclosed 40 cubic yard metal bin. <br /> The bin is kept closed except during loading/unloading of <br /> containers. The doors are kept closed for safety as well as <br /> vector control purposes. <br /> Quarterly Event Practices <br /> The County has contracted with a properly authorized contractor <br /> to perform quarterly events at the North County, Lovelace, and <br /> Corral Hollow facilities. The contractor processes and removes <br /> all certified agricultural chemical containers from the <br /> respective County solid waste facilities. <br /> Containers stored in bins at the North County, Lovelace, and <br /> Corral Hollow sites are recycled once per quarter (every three <br /> months) , or when necessary if on-site storage reaches capacity <br /> prior to the quarterly recycling date. Containers stored at the <br /> Foothill site are transported to the Lovelace or North County <br /> site at the time of that site's quarterly event. <br /> During a quarterly event, the County allows persons to drop off <br /> certified (documented) and self-certified containers. Persons <br /> bringing undocumented containers are allowed to self-certify that <br /> the container/s has/have been triple-rinsed and punctured. <br /> An agricultural inspector is present at all events, quarterly or <br /> otherwise, to inspect all containers received at the event. The <br /> agricultural inspector present at the event, at his/her <br /> discretion, retains the right to allow or reject any and/or all <br /> self-certified containers. The events are free to persons <br /> bringing agricultural chemical containers only. If other waste <br /> is brought with agricultural containers, the person is <br /> appropriately charged for the other waste. <br /> Containers which have been certified or given approval by the <br /> agricultural inspector are then separated by the contractor by <br /> type (i .e., metal, plastic, or cardboard) . The contractor then <br /> chips the containers with a portable chipper. After chipping the <br /> containers, the chips are'taken off-site by the contractor to be <br /> recycled. <br /> 2 <br />
