HIRATA <br /> DIRECTOR <br /> November 4, 1996 <br /> M E M O R A N D U M <br /> TO: Mike Huggins, Supervising REHS <br /> Environmental Health Division <br /> Public Health Services <br /> FROM: Gabriel Karam G.K <br /> Senior Solid Waste Engineer <br /> SUBJECT: LANDFILL GAS MONITORING AND CONTROL AT <br /> THE CORRAL HOLLOW SANITARY LANDFILL <br /> We received your letter dated October 21, 1996, regarding <br /> landfill gas monitoring at the Corral Hollow Sanitary Landfill . <br /> Your statement of the regulations is correct in that corrective <br /> action is necessary due to the methane concentrations in the <br /> perimeter monitoring wells. The County has implemented <br /> corrective action measures by constructing final cover, including <br /> a clay barrier layer. The final cover will greatly reduce the <br /> amount of moisture entering the landfill which will reduce <br /> methane production. We believe it is too soon to judge the <br /> results of our corrective action procedures. In addition, the <br /> site is in a very remote location, and no structures are located <br /> within approximately one mile of the site. Therefore, there is <br /> no immediate threat to human health. Development is not expected <br /> in the immediate vicinity of the Corral Hollow Sanitary Landfill <br /> for several years . <br /> The County proposes to continue monitoring until development <br /> approaches the landfill . If methane concentrations are still <br /> above five percent at that time, the County will perform <br /> additional corrective action to bring levels into compliance.
