State Inspection- City of Tracy-San Joaquin County Landfill <br /> Facility No.- 39-AA-0005 Page 2 <br /> Board Facility Review staff provided comments on 4/1/92 to a <br /> proposed Negative Declaration for increased waste tonnages at the <br /> landfill. To address the comments of responding agencies, the lead <br /> agency (San Joaquin County Department of Public Works) in 12/29/92 <br /> correspondence noted a revision to the Transportation/Circulation <br /> section of the initial study. Board Permitting staff, in <br /> correspondence dated 2/26/93 , provided comments on a draft SWFP and <br /> RDSI received at the Board on .2/16/93. The violation in this <br /> report for 14 CCR 17616, RDSI, will remain in effect until your <br /> agency determines that the RDSI and/or its amendments thoroughly <br /> and completely describe site operations and conditions and contains <br /> the information specified in 14 CCR 18222 . The Inventory inclusion <br /> process will not be pursued while the RDSI is being evaluated and <br /> you make your final determination. Please contact Amalia <br /> Fernandez, your Permitting staff contact at 916-255-2581 for <br /> assistance during the permitting process. <br /> Also, please be aware that Board Closure staff in 3/2/93 <br /> correspondence indicated that the Final Closure/Postclosure <br /> Maintenance Plans (CPMP) submitted to the Board on 2/17/93 were <br /> incomplete and rejected for filing. The operator has subsequently <br /> indicated a 5/93 resubmittal date of the CPMP to address staff <br /> comments. Please contact Robert Anderson, your Closure staff <br /> contact at 916-255-2482 for assistance regarding Closure Plan <br /> approval.. <br /> On 4/8/93 , Mr. Oliveira informed Board Compliance staff that he <br /> reinspected the landfill on 4/5/93 and found the operator to be in <br /> compliance with cover requirements (14 CCR 17682) . He also <br /> indicated that the operator had controlled several leachate seeps <br /> (14 CCR 17704) and had corrected minor ponding of water (14 CCR <br /> 17710) observed during the 3/29/93 joint inspection. Mr. Oliveira <br /> is to be commended for his timely follow-up activities to ensure <br /> compliance with State Minimum Standards. <br /> As always, this office is available to assist you.
