Corral Hollow Sanitary Landfill Closure Plan <br />SCH # 93052006 <br />Page 3 <br />Board staff look forward to continued correspondence with the <br />lead agency for identification of specific design details for the <br />runoff control system, such as the precise locations of drainage <br />structures, installation of appropriately sized down drains, and <br />drainage discharge points for the drainage control system. <br />LEACHATE COLLECTION RECOVERY SYSTEM (LCRS) <br />The Corral Hollow Sanitary Landfill site does not have a LCRS. <br />Upon closure of the landfill, if future mitigation measures <br />involve installation of a LCRS , it would be helpful if the LEA <br />and Board staff were notified of such activities to assure that <br />any subsequent LCRS projects are implemented in accordance with <br />Title 14, California Code of Regulations (CCR), Division 7, <br />Chapter 3, Article 7.8.. <br />LANDFILL GAS CONTROL SYSTEM (LGCS) <br />The MND identified mitigation measures which include the possible <br />installation of a LGCS. Board staff look forward to continued <br />correspondence with the lead agency to assure that potential <br />future projects involving installation of a LGCS or modification <br />of existing gas monitoring wells be conducted in accordance with <br />14 CCR 7, Chapter 3, Article 7.8.. The LGCS is designed to <br />demonstrate: <br />* Prevention of methane accumulation in on-site structures; <br />* Reduction of methane concentrations at monitored property <br />boundaries to below compliance levels; <br />* Reduction of trace gas concentrations; and, <br />* Provisions for the collection and treatment and/or disposal <br />of landfill gas condensate produced at the surface. <br />CONCLUSION <br />The County of San Joaquin is aware of environmental impacts <br />associated with its landfill closure. The site will be subject <br />to observation by.qualified inspectors so that controlled <br />operational and maintenance procedures will be implemented to <br />mitigate potential long term environmental impacts associated <br />with solid waste degradation at the landfill.
