Liberty Rd, Clements
APN 021-200-24, SR0083415
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study, dated January 30, 2021 and submitted on March 16, 2020 for the above noted
location, and has the following comments for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential long-term impact of nitrate to groundwater from the site approval
project PA-1700291 (SA).
Based on the information provided, the EHD can make the following findings:
1. EHD has deemed soil suitability/nitrate loading study incomplete. The study fails to address EHD soil
suitability and nitrates loading checklist requirement. For you convenience copy of the checklist with
notes from EHD with notes are provided for you.
2. The study uses flow rate of 150 gallons per day from one fixture to calculate the potential nitrate
loading from the proposed project. Per site approval application, PA-1700291 (SA) the site will be
operating seven days a week with 4 employees and 250 customers per shift. The flow rate should be
taken from existing OWTS usage and proposed OWTS to calculate the total potential nitrate loading.
3. The existing private water well shall be tested for the chemical Dibromochloropropane (DBCP) with
the results submitted to the Environmental Health Department prior to issuance of building permit(s).
Samples are to be taken by a third party and analyzed by a State-approved laboratory (San Joaquin
County Development Title, Section 9-1115.7).
Submit an addendum to EHD addressing above-mentioned concern and EHD will respond accordingly.
If you have any questions please contact Naseem Ahmed, Senior Registered Environmental Health
Specialist, at nahmed@sjgov.org or (209) 616-3018.
Steven Shih, REHS
Program Coordinator
c: CTE Cal, Inc 4230 Kiernan Ave, Ste. 150 Modesto, CA 95356
1868 E.
