Pursuant to Section 45300 (b), Public Resources Code, "the <br /> Enforcement Agency may require the owner or operator of a disposal site to take <br /> corrective action measures whenever it determines that the operation is causing or <br /> threatening to cause a condition of hazard or pollution due to the migration of <br /> methane gas" <br /> As stated in our original letter dated October 21, 1996, Section 17783.15, Title 14 <br /> CCR, the operator shall develop and implement corrective action measures to <br /> control gas migration at the landfill if methane concentrations are in excess of the <br /> compliance level. In order to grant an exemption from installing a landfill gas <br /> control system the following needs to be performed: <br /> 1. Perform an updated Air SWAT (Air Quality Solid Waste Assessment Test). San <br /> Joaquin County Department of Public Works performed an Air SWAT in <br /> September, 1988, when the landfill was still active.
