The meeting <br /> was attended by Tom Horton, Michael Kalish, and Jaime Perez of the Solid Waste Division (SWD) and <br /> Al Olsen,Rodney Estrada,and Robert McClellon of the Environmental Health Division(EHD). <br /> Harnev Lane Landfill(SWIS Facility 39-AA-0003) <br /> ® Gas Levels at the Boundary Above 5%: <br /> The Harney Lane facility has been subject to long term violations of State Minimum Standards. During <br /> the meeting, the EHD was informed that SCS Engineers have been contracted to complete an assessment <br /> of the system and have made recommendations to replace condensate pumps. The condensate pumps <br /> failed and allowed the condensate to block the gas extraction header pipe. As a result, the EHD directs <br /> the SWD to review the facility Operations and Maintenance Manual, and make provisions to allow for <br /> periodic checks of all the necessary systems to operate the gas extraction equipment. The SWD stated <br /> that the condensate pumps have been requested through County Purchasing and a rush has been placed on <br /> the request,but the delivery date is uncertain. The engineering firm SCS will compile a list of items to be <br /> corrected with regard to the gas extraction system. The list and any proposed changes will be copied and <br /> sent to the EHD. The EHD also directs the SWD to compile a monthly status report on the progress of <br /> repairs and system evaluations. The SWD stated that SCS was going to make all necessary repairs. <br /> Assurances were made that SCS would continue working on-site until the facility is in compliance with <br /> Title 27,California Code of Regulations,for landfill gas at the boundary. <br /> ® Gas Leak at the Blowers: <br /> During the meeting,the EHD was informed that SCS was currently working on the blower leak. The gas <br /> extraction system was modified in 1998 to allow the two gas extraction blowers to operate at the same <br /> time. This increased pressure in the manifold system, which lead to the flare and caused the outer seal of <br /> the blower to fail. The EHD was assured that the blower would be fixed as soon as a qualified repair <br /> service could be located and available to make the repair. The estimated time for repair is two to three <br /> weeks. The SWD stated that the blower manifold system may undergo some changes per conversations <br /> be <br /> with SCS. SCS indicated that the extraction <br /> accomplish this. The SWD made assurances that any andto run on one blower and that ahe <br /> ll <br /> changes proposed by them would be able P <br /> proposed changes to the gas extraction system would be sent to the EHD for review. <br /> A Division of San Joaquin County Health Care Services <br />
