Box 388 <br /> St6ckton,California. 9,5202-0388 <br /> WASTE OUTSIDE OF FOOTPRINT OF THE CLOSED CORRAL HOLLOW SANITARY LANDY,ILL— <br /> SWIS#39-AA-0005 <br /> Ddar Mr, McClellon: <br /> In November 2005 a preliminary investigative report(report)was submitted to the California <br /> Int,egrated Waste Management Board(CIWMB)describing investigations conducted by the <br /> County of San Joaquin Department of Public Works (County)as the owner/operator of the <br /> closed Corral Hollow Sanitary Landfill (landfill). The purpose of the investigation was to <br /> determine the extent of waste found outside of the footprint of the landfill within the adjacent <br /> drainage channel and perimeter road. <br /> Based on C1WMB staff review of the report, it appears that the investigation has been very <br /> preliminary and not adequately performed to determine the extent of the waste footprint, both <br /> vertical and horizontal. The waste boundary outside of the footprint of the closed landfill must <br /> be investigated. Staff suggests that the,County submits a workplan to all agencies f6r review <br /> and approval. The plan shall outline steps to delineate the horizontal and vertical extent of the <br /> waste. Once the extent and volume of the waste are determined, it can then either be closed in <br /> place or clean closed in accordance with Title 27 of the California Code of Regulations. <br /> Please note that plans pre'pared in conjunction with waste delineation and subsequent fate of <br /> the waste must be submitted to C1WMB, Central Valley Regional Water Quality Control <br /> Board, San Joaquin County Solid Waste Local Enforcement Agency(LEA), and San Joaquin <br /> Air Quality Management District for their review and approval prior to implementAtion in the <br /> field.
