Box 1810
Stockton, CA 95201
REVIEW OF1sr 2ND, AND 3" QUARTER 2004 MONITORING REPORT, CORRAL
HOLLOW SANITAR Y LANDFILL, SAN JOA Q UIN COUNTY, FACILITYNO. 5B390307001
We have reviewed the Corral Hollow Sanitary Landfill, IS` 2nd and 3rd Quarter 2004 Groundwater and
Surface Water Monitoring Report(Report). Based on our review,we find the reports comply with
Waste Discharger Requirements Order No. 5-01-176, nevertheless, we provide the following comments:
Table 11 shows statistically high concentration limits for chloride in MW-5. Concentration limits in
other wells and constituents also appear to be high. Based on our statistical analysis, using the same
parameters identified in Appendix D, we have calculated much lower concentration limits that are more
realistic. The County's database also shows that outliers were not used in your statistical analysis so we
do not understand why your limits as so high. As stated in previous review comments on monitoring
reports, the data supports the conclusion that leachate is impacting MW-5 due to obvious landfill
leachate increases in TDS, bicarbonate, chloride and decreasing pH levels (see attached time series
charts). We request that an evaluation monitoring program (EMP)be proposed to delineate the nature
and extent of impacts at MW-5 (chloride, bicarbonate, TDS; see attached time series charts) and changes
evident in MW-4 (pH and nitrate; see attached time series chart).
Please submit an EMP within 90 days from the date of this letter by 14 February 2005. Please address
additional comments noted in the attached Monitoring Report Compliance Checklist in subsequent
reports.
